This study aims to demonstrate the impact of the stability of the purposes shariah at changing of meaning demonstration of the legislator speech within a clarify the importance of understanding of the purposes shariah characteristics and harness this understanding in the jurisprudence process by making it a criterion of the fatwa and drawing out of the provisions development of religious texts, thats by changing of meaning demonstration of thr legislator speech if the working on it caused, bassing one of the five colleges witch observe law to keeping it, that the concept of the legislator in keeping them is lasting and not fixing. The researcher has focused in this study, at understanding of the purposes of the puplic and private law characteristics , he depended on the inductive method and analytical approach. One of the most important results of this study that for the purposes of law characteristics conform them with the properties the shariah and its provisions, Also, for purposes of Shariah private properties: stability, and normative, and able to be applicated. which controls the understanding the meanings of legislator speech, and the reason on the clairyfy of change from permissible to prevention (or conversely), its an evidence to privated the puplice, and restricts the absolute.
