The study aims to high light the methodology of AL FAROOK (may God be pleased with him) in administration organization and his policy in choosing leaders and governors of states, which is counted to be the first brick of state building ,whereas his era witnessed the civilized transfer in to the administration organization. The most important conclusion , is that the administration epidemic in every era is the concealment of superiors in-charged from the people that have needs ,and this way the people lose their welfares and rights ,thus he did not neglect this matter and had put an eye on them, follow up and punish them no matter how high is their ranks.
