Utilization of Smart Growth Principles to Improvement of worn-out texture Case Study: Qias Alley and Qotb Meydani of Tabriz

فرسودگي بافت هاي شهري از چالش هاي اساسي شهرهاي ايران است، بويژه در مادرشهرها كه نياز به زمين بيشتري جهت اسكان انبوهي از جمعيت مي باشد، توجه بدين بافتها و افزايش كيفيت آنها امري ضروري است، كه در اين جهت حداقل ابزاري كارآمد جهت كاهش فشار بر حومه ها در دست خواهد بود. اين تحقيق قصد دارد تا با استفاده از اصول رويكرد رشد هوشمند، به تدوين استراتژيهاي مناسب بهسازي بافت فرسوده كوي غياث و ميدان قطب تبريز، اقدام نمايد. تحقيق حاضر به لحاظ ماهيت از نوع پژوهش هاي تحليلي اكتشافي است، كه براي جمع آوري اطلاعات از وضع موجود، شش مورد از معيارهاي اين رويكرد را در نظر گرفته ايم، تا بر اساس آنها با مشاهده ميداني، مصاحبه با مسئولين و ساكنين محل عوامل كليدي را جهت استفاده در ماتريس SWOT ليست كرده و در آخر با استفاده از ماتريس QSPM ، جهت اولويت بندي استراتژي ها، اقدام نماييم. با تحليل هاي صورت گرفته، موقعيت محدوده در وضعيت WO قرار گرفته كه به عبارتي اتخاذ استراتژي هاي محافظه كارانه را مي طلبد. يعني استفاده از مزيت هاي نهفته در فرصت ها، جهت جبران نقاط ضعف. در آخر نيز استراتژي، استفاده از توان اقتصادي ساكنين و كمك هاي مالي دولتي، جهت بهسازي بافت تاريخي و فرسوده محله و احياء خانه هاي متروكه، با بيشترين امتياز به عنوان استراتژي داراي اولويت اول شناسايي شده است.

Urban texture exhaustion is one of the main challenges of the cities of Iran, especially in those areas where more land is needed to accumulate the population, attention to these fabrics and their increase is necessary, in this regard, at least a tool to reduce the The pressure on the countryside will be on hand. This research intends to use the principles of Smart Growth Approach to develop appropriate strategies for the improvement of Worn-Out texture of Qias Alley and Qotb Meydani of Tabirz. The present research is based on the nature of the analytical-exploratory research type. To gather information from the present situation, six of the criteria of this approach have been considered, so that according to the perspective, the key factors for use in the SWOT matrix Listed, and finally we use the QSPM matrix to prioritize strategies. According to the analysis, the position is in the WO, which means adopting conservative strategies. It means using the advantage of absenteeism in time to compensate for the weaknesses. At least, the use of economic power of residents and government grants to improve the historic and worn out of the neighborhood and the restoration of abandoned houses, have been identified with the highest score as a priority strategy.
