چكيده فارسي :
در عصر حاضر شهرها مهم ترين مراكز سكونت گاهي بشر محسوب مي شوند و از اين رو شاهد تمركز زياد جمعيت، سرمايه، مراكز، تأسيسات و... در آنها هستيم. تمركز و تراكم جمعيت، سرمايه و مراكز و تأسيسات مختلف در شهرها ضمن اين كه دربردارنده آثار و پيامدهاي مختلف اقتصادي، اجتماعي، سياسي و زيست محيطي است، از نظر دفاعي امنيتي آنها را به اهدافي استراتژيك در جنگ و حملات نظامي و تروريستي تبديل نموده است. تجربه جنگهاي قرون گذشته و كنوني در عراق، يمن، سوريه و ... نشان مي دهد كه مراكز و تأسيسات حياتي شهرها به ويژه زيرساخت هاي حياتي مانند زيرساخت آب، برق، انرژي جزء اهداف اوليه و اصلي هستند كه مورد تهاجم قرار مي گيرند. در اين راستا با توجه به اهميت شهرها، و مطابق با بيانات مقام معظم رهبري در خصوص دفاع همه جانبه و ارزش پدافند غيرعامل، اين رويكرد از مهم ترين راهبردها در دفاع از شهر و حفاظت از جان و مال شهروندان است. با توجه به اهميتي كه تأسيسات شهري مانند آب و فاضلاب و تصفيه خانه در سلامتي و حفاظت در برابر جان شهروندان دارد؛ ايجاد اصول پدافند غيرعامل جهت حفاظت از تأسيسات شهري حائز اهميت است. نتايج تحقيق نشان مي دهد با استفاده از اصول پدافند غير عامل ضمن برقراري نظم و امنيت در شهر و برقراري خدمات به شهروندان مي گردد؛ همچنين اين راهبرد مي تواند منجر به حفاظت از شهروندان از طريق تأسيسات شهري را فراهم آورد.

In the present age, cities are considered to be the most important human settlements, and therefore we are
witnessing the high concentration of population, capital, centers, facilities and ... in them. The concentration

social, political and environmental impacts, have turned them into strategic objectives in war and military
and terrorist attacks in terms of defense-security. The experience of the past and present centuries in Iraq,

as water, electricity and energy infrastructure, are among the primary and most important targets that are
being invaded. In this regard, considering the importance of cities, and in accordance with the statements of
the Supreme Leader regarding comprehensive defense and the value of passive defense, this approach is one
of the most important strategies in defending the city and protecting its citizens and property. Given the
importance of urban facilities, such as water and wastewater and sanitation, in protecting the lives of citizens,
it is important to establish passive defense principles to protect urban facilities. The results of the research
show that using the principles of defensive defense while maintaining order and security in the city and
providing services to citizens, this strategy can also lead to the protection of citizens through urban facilities.
