The Role, Status, and Requirements of Mobility intheEuropean Higher Education System

پيدايش فرايند بولونيا و شكل گيري نظام آموزش عالي اروپايي را بي ترديد مي توان مهمترين تحول در عرصه آموزش عالي جهاني در طي دو دهه اخير دانست. در چارچوب اين فرايند و تحولات ايجاد شده حاصل از آن، برنامه اجرايي "تحرك" كه يكي از ده برنامه اجرايي بولونيا در راستاي ايجاد منطقه آموزش عالي اروپايي است از جايگاه ويژه اي در آموزش عالي فرامرزي برخوردار است. برنامه تحرك عمدتاٌ اهداف مشخصي را در زمينه كسب تجارب ارزشمند در زمينه هاي آموزشي، پژوهشي و حرفه اي براي دانشجويان و استادان دنبال مي كند و طيف گسترده اي از فعاليت ها نظير تحرك كوتاه مدت، تحرك مؤسسه اي تحرك بين بخشي و تحرك ميان مدت را شامل مي شود. اين برنامه علاوه بر توانمند سازي دانشجويان و استادان در عرصه غني سازي تجارت فرامرزي آموزشي و/يا پژوهشي ايشان در مقاطع مختلف آموزش عالي، آنها را براي فعاليت و اشتغال در صحنه بين المللي آماده تر مي سازد. همچنين برنامه تحرك موجب گسترش و تقويت همكاري هاي آموزشي، پژوهشي و حرفه اي ميان دانشگاه ها، مراكز پژوهشي و ساير مجموعه هاي دانش بنيان مي گردد. برنامه هاي مختلف حمايتي نظير ماري كوري و اراسموس - مندس در سطح اروپا از برنامه اجرايي تحركي حمايت مي كنند و گزارش هاي متعددي در مورد موفقيت اجراي اين برنامه و اقدامات خوب انجام شده در اين زمينه در سطح اروپا در دست است. علي رغم تمامي اين پيشرفت ها و فرصت هاي موجود، تداوم و گسترش برنامه تحرك با چالش هاي جدي رو در رو است. نسخه كامل اين مقاله ضمن بررسي برنامه تحرك در كليه زمينه هاي پيش گفته به ارائه نتايج گزارش هاي اجراي اين برنامه در دهه گذشته در سطح اروپا مي پردازد و در نهايت با استنتاج برخي از درس آموخته هاي آن براي آموزش عالي فرامرزي در ايران نكاتي كليدي را در زمينه فرصت ها و چالش هاي آن يادآور مي شود.

The emergence of the Bologna Process and the formation of the European higher education system can be certainly considered as the most important development in the field of the international higher education over the past two decades. In the framework of the process and its resulting developments, the "mobility" program’s implementation that is one of the ten of the Bologna practice programs in line with creating the European higher education area, has a special status in the cross-border higher education. Mobility program has primarily followed the defined goals of acquiring valuable experiences in the teaching, research and professional fields for the students and professors, including a broad range of activities such as short-term mobility, organizational mobility, intersectoral mobility, and mid-term mobility. In addition to enabling the students and professors in the field of enriching their cross-border training and/ or research experiences in different levels of the higher education, the program will make them more ready for the international activity and employment.The mobility program will also result in the spreading and strengthening of the teaching, research and professional cooperation among universities, research centers and other knowledge based centers. Different supporting programs such as Marie Curie and Erasmus - Mendes advocate implementation of the mobility program in Europe and several reports are available on the success of the implementation of the program and good practices done in the field in Europe. Despite all these developments and existing opportunities, the continuing and expanding of the mobility program is faced with the serious challenges. The full version of this paper, in addition to study the mobility program in all the above mentioned fields, provides the reports of the implementation’s results of the program in Europe in the last decade and finally, deriving some of its lessons for crossborder higher education in Iran, takes note the key points about its opportunities and challenges.
