چكيده فارسي :
گسترش و رسيدن آموزش عالي به يك وضعيت جهاني در كشورهاي توسعه يافته، افزايش فزاينده كشورهاي در حال توسعه به آموزش عالي، و تبديل شدن خدمات آموزش عالي همگام با جهاني شدن، به يك محصول تجاري، ابعاد متفاوتي را براي آموزش عالي فرامرزي پيش رو گذاشته است. همه اين تحولات، افقهاي روشني را براي ايفاي نقشهاي مختلف توسط آموزش عالي را مهيا نموده است. از آنجايي كه بسياري از كشورها در اين زمينه تجارب ارزنده اي را كسب نموده اند، ولي با توجه به قرابتهايي كه بين برخي كشورها وجود دارد، احتمال مفيد بودن آن تجارب بيشتر مي شود، بنابراين، با عنايت به اشتراكات ديني و فرهنگي، شرايط اقليمي و جمعيتي و وضعيت توسعه يافتگي كشور ايران و تركيه، به نظر ميرسد تجارب اين كشور در حوزه توسعه آموزش عالي فرامرزي، در برنامه ريزي هاي آموزش عالي در ايران مفيد فايده باشد. كشور تركيه از سال 1990 به بعد در چارچوب همكاري با ساير دولتها، اقدام به تاسيس دانشگاههاي فرامرزي كرده است. در آموزش عالي فرامرزي كشور تركيه موسسات آموزش عالي متعددي قابل مشاهده است. از اينها ميتوان دانشگاه بين المللي ترك - قزاق احمد يسوي (AYU)، دانشگاه قرقيزستان - ترك ماناس (KTMU) و دانشگاه ترك - آلمان در استانبول (TAU) را نام برد. علاوه بر اين، دانشگاههاي خصوصي كه از طرف كار آفريناني كه اصالت ترك دارند نيز تاسيس شده است، اما در اين مقاله صرفا به برنامه هاي فرامرزي دولت تركيه در زمينه آموزش عالي اشاره خواهد شد.

The development of higher education towards a global situation in the developed countries
,ever- increasing interest of the developing countries towards higher education ,changing
the services of higher education into a commercial product ,puts forward the different
aspects of the international higher education put forward 's . All these developments have
provided clear horizons to play different roles by higher education. Many countries have
gained valuable experiences in this field, however the more similarities among two
countries, the more helpful the experiences will be. therefore, paying attention to the
common culture and religion, population and geographical conditions and development
situation of Iran and Turkey, it seems the experiences of this country in the development of
international higher education, can be beneficial in the planning of development of the
international higher education in Iran. Since 1990, Turkey in the framework of cooperation
with other states, has established international universities. In the international higher
education of Turkey, we observe many universities of which we may name the International
University of Turk – Cossack of Ahmed Yesevi (AYÜ), University of Kyrgyz – Turkish of
Manas (KTMÜ) and the international University of Turkish- German in Istanbul (TAÜ). In
addition, the private universities have also been established by entrepreneurs who are
originality Turkish, but in this paper we will refer to the international higher education
programs of the Turkey.
