بررسي قابليت هاي بين المللي سازي آموزش عالي مبتني بر ICT در دانشگاه ها

Evaluating the ability of Internationalization of higher education based on ICT in universities

بين المللي كردن آموزش عالي امروزه به عنوان يك راهبرد كارآمد براي مواجهه با نيازهاي متنوع جامعه ي جهاني شده مطرح است. يكي از عوامل موثر در بين المللي سازي آموزش عالي، استفاده از تكنولوژي فناوري اطلاعات و ارتباطات در فراگيري دانش و مهارت ها، تدريس، ارزيابي، توسعه حرفه اي، بسنجش و كيفيت فارغ التحصيلان همچنين ارزش ها و فهم بين فرهنگي مي باشد. هدف مطالعه حاضر، بررسي قابليت بين المللي سازي آموزش عالي مبتني بر فناوري اطلاعات و ارتباطات (ICT) مي باشد. كه در اين خصوص به بررسي مولفه هاي به كارگيري فناوري اطلاعات و ارتباطات ساختاري، تجهيزاتي، انساني محتوايي و فرهنگي در بين المللي سازي آموزش عالي در دانشگاههاي دولتي شهر تهران پرداخته شده است كه براي اين منظور از پرسشنامه محقق ساخته، با بهره گيري از نظريات متخصصان علوم تربيتي و فناوري اطلاعات و روش توصيفي - پيمايشي استفاده گرديده است. با توجه به يافته هاي مطالعه، اين نتيجه حاصل شد كه از بين مولفه هاي تاثير گذار به ترتيب اولويت، مولفه فرهنگ سازماني با شاخص هاي ارزشي تلقي كردن استفاده از ICT توسعه سياست هاي حمايتي، عدم مقاومت در تغيير، افزايش اعتماد در بكارگيري ICT پذيرش تغيير و پذيرش شفافيت و مولفه ساختاري با شاخص هاي بودجه و حمايت هاي قانوني، هدايت گري و تنوع دهي، تصميم گيري، ارتباطات (درون و برون سازماني)، كنترل و نظارت، رهبري و مديريت، سازمان دهي و برنامه ريزي و مولفه تجهيزاتي با شاخص هاي توسعه زير ساخت ها، دسترسي به شبكه سريع مخابراتي، وجود تجهيزات، استفاده از ابزارهاي تصميم گيري، استانداردهاي استفاده از سخت افزار و نرم افزارهاي آموزشي، پشتيباني فني براي رفع اشكالات و مولفه نيروي انساني با شاخص هاي به نگرش افراد سازمان نسبت به ICT تخصص افراد در استفاده از ICT شايسته يابي و شايسته گماري، قابليت ها و استعدادها، اطمينان بخشي و اميد بخشي و مولفه محتوايي، پويايي و كارآفريني، نوآوري و خلاقيت، اصلاح پذيري، قابليت اعتماد، حمايت كنندگي و تسهيل گري، رقابت بر انگيزي، ميدان دهي و خطاپذيري در بين المللي سازي آموزش عالي مبتني بر ICT موثر مي باشد. در پايان نيز پيشنهادات و توصيه هاي مناسب بر اساس شاخص هاي مذكور ارائه گرديد.

Internationalization ofhigher educationtoday asanefficientstrategyisproposedto meetthe diverse needs ofthe globalcommunity. One ofthe factors influencing ininternationalization ofhigher education is the use of ICTtechnologiesinlearningand skills,teaching, assessment, professional development, assessment and qualityof graduatesandalsovalues andinterculturalunderstanding. The objective of this studyis examination of theinternationalization ofhigher educationbased oninformation and communication technology(ICT). Inthis regard,has been studied the use ofICTcomponents(infrastructure, equipment, human, materialand cultural) onthe internationalization ofhigher educationinpublic universitiesin Tehran. For thepurposehas been used a researcher made questionnaire, usingviews ofeducationalexpertsand information technologyanddescriptive-survey.According to the findings of the study, it was concluded that among of the affected components in order of preference, organizational culturecomponent with indicators consist of " worthy deeming of use ofICT,the development ofsupportivepolicies, lack of resistanceto change, increase confidencein the use ofICT,to accept changeand embracing thetransparency" and structuralcomponentswith indicators consist of "funding and legal support, be navigator and making a variety, decision-making, communication(internal and external), monitoring and control, leadership and management, organizing and planning» and equipmentcomponent with indicators consist of development of infrastructure,access tofast telecom’snetwork,existence of devices, usingdecision-making tools, standards of usinghardwareand softwaretraining, technical support for fix the bugs» andhumancomponents withindicators consist of "the attitude of populationtowardsICT,personnelexpertisein the use ofICT, competentseekingandcompetentembedding, capabilitiesand talents, reassurance andpromising" andcontently components consist of "dynamismand entrepreneurship, innovation and creativity, corrigibility, trustworthiness, be supporter andfacilitator, stimulating the competition, giving opportunity and fallibility " is effective on internationalization ofhigher educationbasedonICT. Finally, were provided appropriaterecommendationsbased onthementioned components.
