با ورود تكنولوژي¬هاي جديد، نظام ساخت¬و ساز در كشور دست خوش تغييرات و دگرگوني¬هاي بسياري شده است كه جا دارد همسو با اين تغيرات نيروهاي ماهر كه در زمينه استاد¬كاري ساختماني مشغول به كار مي باشند طي آموزش¬هاي هدف دار و حرفه¬اي تربيت وروانه بازار مسكن گردند .با توجه به آموزش¬هاي كنوني و آزمون¬هائي كه از اين افراد در جهت صدور كارت مهارت فني گرفته مي شود تا حدودي بر بهبود عملكرد استادكاران ساختماني تاثير گذار بوده است ولي به نظر ميرسد كافي نيست ،چرا كه ساليانه بدليل كم توجهي و عدم دقت در عمل،شاهد اتلاف منابع زيادي از نظر مالي و زماني و همچنين سوانح ناشي از عدم رعايت نكات ايمني و حفاظتي مي¬باشيم چرا كه حدود 90% از اتفاقات و سوانح در كارگاه¬هابه علت رفتارهاي غير ايمن و خطاهاي انساني روي ميدهد. بر اساس مطالعات صورت گرفته در سال 95، حدود 29244 پروانه ساختماني در كل كشور صادر شده است كه از اين تعداد حدود 17400 پروانه اسكلت بتني و تعداد 12802 پروانه اسكلت فلزي و تعداد 12802 پروانه ساختماني از دو طبقه به بالا مي¬باشند. كه اين حجم از كار فقط مربوط به احداث و كارهاي خصوصي بوده و به علت گستردگي از حجم پروژه¬هاي عمراني دولتي صرف نظر شده است.حال چنانچه آموزش¬هاي حرفه¬اي ،تخصصي¬تر، هدف دار و كنترل شده متناسب با رشته كاري استاد¬كاران ارائه گردد ،نه تنها بر بهبود عملكرد آنها بلكه بر كيفيت اجراء،كاهش اتلاف منابع و همچنين رعايت نكات ايمني و حفاظتي تاثيرگذار خواهد بود[5] .
