This paper discusses the major problem that Armenia faces within the domain of science diplomacy and innovation transfer and reveals the ways how to develop a national policy on science, technology and innovation development so as to compete on the global market with the economic giants of the world. In order to enhance the technological performance and carry out good science diplomacy it is necessary to set up stronger links between various stakeholders, increase interactions between them and incorporate recent research and innovation and technology findings into a unified national policy. It is necessary to make an effective use of academia, research institutions, centers and laboratories so as to maintain a cohesive work and to attract more and more international partners. In order to reach better results Armenia needs to boost cooperation between the public and private sector of economy so as to engage all the possible sources of innovation development for elaborating favorable creative environment for all the actors of this process. In order to systemize the activities, first of all, the country should monitor its existing achievements for identifying the major gaps and problems and plan how to overcome various technical, legislative, organizational and contextual barriers for their solving.
