The role of the audit profession in combating the financing of terrorism (money laundering)

تامين مالي تروريسم (پول شويي) موضوعي است كه به يكي از مهم ترين مباحث در بسياري از كشورها تبديل شده است. اين پديده مي تواند آثار به مراتب مخرب و زيانباري را براي اقتصاد هر كشوري به دنبال داشته باشد و ارگانهاي مربوطه بايد توجه خاصي در جهت اقدامي براي مبارزه با اين موضوع داشته باشند. هرچند كه شايد نتوان با قانون گذاري در اين زمينه به طور كامل اين مشكل را برطرف كرد ولي ميتوان تا حدودي از شكل گيري اين موضوع و آثارمخرب آن براي اقتصادكشور جلوگيري كرد. در بين مشاغل مهم در عرصه مبارزه با تامين مالي تروريسم ( پولشويي ) ميتوان از حرفه حسابرسي اشاره نمود كه ميتوان با بكارگيري و تدوين قوانين و مقررات وآموزشهاي لازم به كاركنان اين حرفه در جهت مبارزه با پولشويي گامي مهم برداشت . اين مقاله سعي دارد تا ضمن معرفي و توضيح مختصري در مورد تامين مالي تروريسم به نقش اثرگذارحرفه حسابرسي در مبارزه با پولشويي بپردازد. دلايل زيادي وجود دارد كه بيانگر اين موضوع است كه حرفه حسابرسي ميتواند نقش بسيار موثري را در مبارزه باتامين مالي تروريسم ايفا نمايد كه در ادامه مختصر به اين موضوع پرداخته ميشود. در بخش پاياني نيز به آموزش ها و برنامه هاي موسسات حسابرسي در رابطه با فعاليت هاي پولشويي و نقش حرفه حسابرسي در مبارزه با اين موضوع پرداخته ميشود .

The financing of terrorism (money laundering) is a topic that has become one of the most important issues in many countries. This phenomenon can have devastating and harmful effects on the economy of any country, and the relevant organs must pay particular attention to taking action to combat this issue. although this may not be fully remedied by legislation in this area, it is possible to some extent prevent the formation of this issue and its damaging effects for the country s economy. Among the important jobs in the fight against financing of terrorism (money laundering), one can point out the audit profession, which can be taken with the adoption and formulation of laws and regulations and training for the employees of this profession in order to combat money laundering. This paper tries to briefly introduce and explain briefly the financing of terrorism to the role of auditing in the fight against money laundering. There are many reasons that indicate that the audit profession can play a very effective role in combating the financial crime of terrorism, which is briefly discussed below.In the final section, the training and programs of the audit firms in relation to the activities of money laundering and the role of the audit profession in the fight against this issue are dealt with.
