طراحي يك مدل كمي جهت بهينه‌سازي توزيع و تخصيص بودجه به پروژه‌هاي عمراني(مطالعه موردي: دانشگاه شيراز)

Designing a Quantitative Model for Optimization of Distribution and Allocation of Budget to Construction Projects (Case Study: Shiraz University)

بودجه¬ريزي در سازمان¬هاي پروژه محور را نمي¬توان از محيطي كه در آن فعاليت مي¬كنند يا از اقتصاد و محيط سياسي عمومي مجزا كرد. بنابراين مفهوم بودجه¬ريزي و مديريت عملكرد براي سازمان¬هاي پروژه محور نيازمند ملاحظه عوامل خاص همچون كنترل دولتي پاسخگويي اجتماعي و تأمين وجه از طريق ماليات‌هاست. يافته‏هاي حاصل از تحقيقات پيشين نشان مي‏دهد كه با مطالعه تحقيقات و مقالات مرتبط مدل‏هايي كه به‌صورت جامع معيارهايي ازجمله مطلوبيت پروژه بازارپسندي كيفيت عملكرد و ترجيحات خبرگان كه از اهميت بسيار بالايي برخوردار هستند را مدنظر قرار نداده‏اند. لذا پژوهش حاضر در حوزه مدل‏هاي كمي جهت بهينه‏سازي توزيع و تخصيص بودجه به پروژه¬هاي عمراني در سال 1396 انجام شده¬است و از منظر هدف از نوع كاربردي است و كليه معيارهاي ذكرشده قبل را در نظر مي‏گيرد. جامعه¬آماري پژوهش حاضر متشكل از منتخبي از متخصصان و صاحب‏نظران دانشگاه شيراز مي¬باشد. بر اين اساس يك مدل رياضي جهت توزيع و تخصيص بودجه به پروژه¬هاي عمراني با هدف حداكثر نمودن مطلوبيت پروژه بازارپسندي پروژه ترجيحات خبرگان و كيفيت عملكرد پروژه ارائه‌شده است. در ادامه جهت حل مدل از روش معيار جامع به دليل چندهدفه بودن مسئله و همچنين براي تجزيه¬و¬تحليل اطلاعات از نرم¬افزار گمز استفاده شده است. نتايج حاصل از اجراي مدل شامل دودسته از اطلاعات است 1-پروژه¬هايي كه در هر دوره جهت تخصيص بودجه انتخاب مي‌شوند 2- ميزان بودجه تخصيصي به هر پروژه عمراني در دوره.

Budgeting in Project-based organizations cant be distinguished from the environment they operate in or from economic or political environment. So for budgeting concept and functional management of project-based organizations there is a need to consider special factors like government control social response and cost providing through taxes. The findings from previous researches show that studying related research and articles models that comprehensively incorporated criteria such as project desirability marketability quality of performance and the preferences of experts that are of great importance are not considered. Therefore the present research is carried out in the field of quantitative models for optimization of distribution and allocation of budget to development projects in 1396. From the perspective of the purpose of the applied type it considers all the criteria mentioned above. The research population consists of a selection of experts and experts from the University of Shiraz. Accordingly a mathematical model for distributing and allocating funds to development projects is proposed with a view to maximizing the utility of the project market-oriented project experts preferences and the quality of project performance. In order to solve the model the comprehensive approach method is used because of the multivariate nature of the problem as well as for analyzing the data from the GOM software. The results of the model implementation include the following 1. Projects selected in each period for the allocation of funds 2. Amount of allocations to each development project in the period.
