در صورتي كه كارها يا وظايف سازماني به خوبي مشخص و شرائط احراز هر مسئوليت و نحوه انجام هر وظيفه نيز معين گرديده باشد و از سوي ديگر نيز اگر افراد به نحو صحيح و با توجه به استعداد، توانايي و دانش لازم به هر يك از وظايف يا كارها گمارده شده باشند، انتظار مي رود كه بهره وري نيروي انساني افزايش يابد. استفاده از كارايي و اثربخشي در تعريف بهره وري آن را از جامعيت بيشتري در مقايسه با كارايي برخوردار مي كند و اين امر مورد تاييد انديشمندان بسياري است تا آن جا كه برخي از آنان اعتقاد دارند كه محدود كردن بهره وري به كارايي موجب ابهام مي شود و اطلاعات دقيقي در اختيار سازمان قرار نمي دهد. در جدول زير ديدگاه صاحبنظران در خصوص معيارهاي سنجش بهره وري ملاحظه مي گردد. در تمامي معيارهاي معرفي شده مربوط به سنجش بهره وري دو معيار اثربخشي و كارايي وجود دارد. افزايش بهره وري تنها راه توسعه اقتصادي كشورها مي باشد كه موجب ارتقاي سطح رفاه زندگي يك ملت مي گردد.
