چكيده لاتين :
The human resources of each organization are the most important and vital assets of that organization. One of the important challenges of managers in organizations is the inadequate use of mental capability and potential human resources. To increase productivity, organizations need to empower their workforce. Empowerment has different dimensions that are: sense of meaning, sense of competence, sense of autonomy, feeling of effectiveness and feeling of trust. Each of these dimensions has indicators that empowerment improves. The basic question in this study is that in a particular organization, an operational priority is to empower employees with which indicators. In this research, the oil ministry training department was selected as a case study and Spritzer questionnaire as a measuring tool. The problem that exists is the uncertainty of the experts answers to the index questionnaire. For this reason, the second-generation fuzzy environment was considered, and Topsis and Vikor were used to prioritize. The results show that from the point of view of organizational integrity experts among employees and managers and full recognition of their work and environment, they have the highest priority and two indicators of freedom of action in decision making and creating the possibility of self-observation for the employees with the least priority. In terms of techniques, the two methods of Vikor and Topsis show a high correlation. Spearman correlation method was used to calculate correlation.
