خوشه هاي صنعتي يكي از رويكرد هاي نوين در توسعه صنعتي كشور هاي در حال توسعه است كه اخيراً توجه بسياري از پژوهشگران و سياستگذاران را به خود جلب كرده است. خوشه سازي باعث اثرات اقتصادي مثبت بر منطقه و همچنين افزايش رقابت پذيري بنگاه هاي كوچك و متوسط مي شود، ميزان موفقيت همه خوشه ها يكسان نيست زيرا عملكرد آنها در ابعاد مختلف آن ها متفاوت است و تابه حال مدل جامعي از ابعاد عملكردي خوشه صنعتي ارائه نشده است. بحث عملكرد خوشه ها داراي جوانب گوناگون است و گستره وسيعي از حوزه هاي بروز نتايج را شامل مي شود. يكي از اين حوزه ها، مديريت زيست محيطي مي باشد. در اين تحقيق به منظور بررسي شكل‌گيري خوشه‌هاي صنعتي و نقش آن‌ها در توسعه مديريت زيست محيطي در خوشه‌هاي صنعتي، تلاش شده است بر اساس مطالعات و پيشينه نظري و پژوهشي تحقيق، مؤلفه هاي اصلي شكل گيري و توسعه خوشه هاي صنعتي شناسايي شده و نقش اين مؤلفه ها را در توسعه مديريت زيست محيطي در خوشه هاي صنعتي مورد سنجش قرار دهيم. با توجه به نتايج حاصل، در حال حاضر مؤلفه عملكرد زيست محيطي در خوشه هاي صنعتي مورد مطالعه در رتبه سوم قرار دارد، اين در حالي است كه در صورت اينكه بخواهيم خوشه هاي صنعتي بر اساس مديريت زيست محيطي شكل گيري و توسعه پيدا كنند، مي بايست عملكرد زيست محيطي در رتبه اول مؤلفه قرار گيرد. در نهايت راهكارهاي بهينه جهت ارتقاي جايگاه عملكرد زيست محيطي در شكل گيري و توسعه خوشه هاي صنعتي ارائه گردد.

Abstract Industrial clusters are one of the modern approaches in industrial development in developing countries that recently have attracted many researchers and politicians. Clustering has a positive economic impact on the region as well as increasing the competitiveness of small and medium firms, The success rate of all clusters are not the same because their performance varies in their different dimensions and a comprehensive model of the performance of the industrial industry is not provided. The discussion of the cluster function has different aspects and includes a wide range of areas of occurrence of the results. One of these areas is environmental management. In this research, in order to investigate the formation of industrial clusters and their role in the development of environmental management in the cluster industry, based on literature review and research findings, the main factors of industrial formation and development are known and the role of this component in The field of environmental management development is being measured in the industrial industry. According to the results, the environmental performance factor of industrial clusters is currently in the third place, while, if industrial clusters are to be formed and developed on the basis of environmental management, environmental performance should be at the top of the factor. Finally, optimal solutions to improve the status of environmental performance in the formation and development of industrial clusters are presented.
