Effective enforcement may play an important role in controlling the offenders and reducing road fatalities and even improving the safety culture but the main keys to success should be identified. Higher fines, more investment in Intelligent Transportation Systems, more police patrols or stricter laws? Driver education will tell drivers how to drive more safely and hopefully with some consideration for other road users and anticipating what other drivers might do. However, without enforcement education can be a waste.
Since after a while drivers reduce their speed only at speed camera locations, is it true that adding average speed enforcement to spot speed could help speeding behavior change in mid-term? Some research shows average speed cameras have a beneficial effect on safety. In this paper the effect of using average speed enforcement in Khorasan Razavi province of Iran has been investigated. Results showed that in the first months of deployment average speeds decreased but after this novelty effect remained constant in following months. Also comparing accident rates before and after the speed cameras installation revealed that the effect of them have has not been statistically meaningful.
