بررسي تاثير بعد اجتماعي در بازسازي و نوسازي ساختمان هاي مسكوني فرسوده در ايران از ديدگاه توسعه پايدار

The effect of the social dimension in the reconstruction and renovation of old residential buildings in Iran from the perspective of sustainable development

در سال هاي اخير مساله ي ساختمان سازي تاثيرات فراواني بر موضوعات اجتماعي، اقتصادي و زيست محيطي گذاشته است، به همين جهت يكي از اهداف كنوني صنعت ساختمان كاهش تاثيرات منفي بر مولفه هاي توسعه پايدار اعم از اجتماع و اقتصاد و محيط زيست، ضمن افزايش عمر ساختمان ها است. با توجه به افزايش مشكلات در زمينه ي ساخت و ساز در جهان ، سامانه هاي پايدار و توسعه پايدار از جمله اولويت هاي سياسي كشورهاي در حال توسعه از جمله ايران است. ايران با توجه به مشكلات كنوني در در صنعت ساخت و ساز نيازمند اجراي راهكارهايي براي حل مشكلات در زمينه بازسازي ساختمان هاي مسكوني با توجه به سياست هاي توسعه پايدار مي باشد. موضوع توسعه ي پايدار در زمينه ي بازسازي در جهان موضوع جديدي نيست ، اما در كشور ما نيازمند تامل و سياست هاي جديد در گرو استفاده گسترده وكلان از آن مي باشد . فرآيند بازسازي مي تواند به صورت يك ظرفيت تلقي شود كه باعث اجراي فاكتور هاي توسعه ي پايدار شود و در نهايت امر يك ساختمان سنتي بر اساس فاكتور هاي توسعه پايدار خواهيم داشت . هر چند مفهوم توسعه پايدار به قدر كافي روشن است ليكن تفسير و تعريف واقعي توسعه پايدار مباحث زيادي را در خصوص مدلهاي پيشنهادي جديد توسعه پايدار اجتماعي و مديريت آن، بوجود آورده است، با اين نگرش ولزوم كاهش مشكلات، ايجاد ساختمان‌هاي سبز و نوسازي و بازسازي ساختمان هاي فرسوده بر اساس اصول توسعه پايدار با توجه به مشكلات زيست محيطي و اقتصادي و اجتماعي كه وجود دارد برجسته مي شود. در اين تحقيق ضمن معرفي مساله توسعه پايدار ، مزايا و ضرورت اهميت آن و بعد اجتماعي نوسازي به طور اجمالي بررسي مي شود و در نهايت بر اساس فاكتورهاي ذكر شده در تحقيقات پيشين و نظر مهندسين صنعت ساختمان و با استفاده از پرسشنامه ذكر شده، زير فاكتورهاي بعد اجتماعي ارائه و طبقه بندي گرديده است.

In recent years the question of frequency of impacts on building social, economic and environmental issues. Therefore one of the objectives of reducing the negative impacts of the construction industry on the current component of the sustainable development of society and economy, ranging from the environment, while increasing the life of the buildings. Due to increased difficulties in the field of construction in the world, stable systems and sustainable development including the political priorities in developing countries, including Iran. Iran considering the current problems in the construction industry require the implementation of strategies aiming to solve the problems in the context of the reconstruction of residential buildings according to the policy of sustainable development. The issue of sustainable development in the context of the reconstruction of the universe is not a new issue in the country, but we need to contemplate a new policy depends on extensive use of macro-and it is. The reconstruction process can be considered as a factor which makes the implementation of the capacity of sustainable development, and ultimately makes a traditional building of the invoice on the basis of sustainable development. Although the concept of sustainable development is sufficiently clear enough but the real definition of sustainable development and interpretation of several issues regarding the proposed new models of social sustainable development and management of it, is created, with the olsum attitude problems, creating green buildings, and the renovation and restoration of worn buildings based on the principles of sustainable development with regard to environmental and economic and social problems that exist can be distinguished. In this research, while introducing the question of sustainable development, the benefits and the necessity of the importance of the social dimension and its modernization mainly glimpse is checked and finally based on the factors mentioned in the previous research and opinion building industry engineers and using the questionnaire listed the following factors: the social dimension, the presentation and classification.
