Urban Management with Particular Reference on Historic Urban Landscape

در سالهاي اخير، موضوع مديريت منظر تاريخي شهر به يكي از موضوعات نوين و مورد توجه مسئولين حوزه شهرسازي تبديل شده است. اهميت اين موضوع تا جايي است كه به منظور سازمان دهي و حفاظت از مناظر تاريخي شهرها، نوعي برنامه ريزي نظام مند و سيستم مديريتي يكپارچه پيشنهاد شده است. در مقاله حاضر در پي تبيين نقش و جايگاه رهيافت منظر تاريخي شهر در زمينه مديريت شهرها،سعي شده است ضمن توضيح اجمالي در مورد مفاهيمي همچون منظر شهري و منظر تاريخي شهر دلايل ظهور رهيافت منظر تاريخي در حوزه مديريت شهري بيان شده ، مشخصه ها، سياست ها، ابزار ها و فرايند اجرايي اين رهيافت نيز تببين گردد و سپس ظرفيت هاي رهيافت را در نظام مديريت شهري ارايه شود. از آن جا كه روش پژوهش حاضر به صورت مطالعات اسنادي (بررسي مقالات و منابع مرتبط) مي باشد، بررسي منابع موجود در اين زمينه نشان داد كه رهيافت مذكور در جست و جوي جامعيت و نگاه يكپارچه به منظر تاريخي شهر بوده و در فرايند حفاظت تمامي ابعاد كالبدي-تاريخي، اجتماعي-فرهنگي، اقتصادي و زيست محيطي را لحاظ مي نمايد. علاوه بر اين، رهيافت منظر تاريخي شهر بر مشاركت همه ي گروه هاي ذينفع و ذينفوذ و كنش گران دخيل در امر حفاظت تاكيد دارد. به طور كلي، توجه و تاكيد اين رهيافت بيشتر روي جنبه هاي برنامه ريزي و مديريتي امر حفاظت ميراث شهري متمركز مي باشد و انعطاف پذيري آن مانع از ارايه ي نسخه اي ثابت براي تمامي شهرهاي جهان شده،از اين رو تطبيق اصول پيشنهادي رهيافت را با شرايط محلي امري ضروري مي داند. چنين به نظر مي رسد كه تطبيق و بهره گيري از اين رهيافت در نظام مديريت شهري ايران، البته با در نظر گرفتن اعمال تغييراتي در ساختار كلان مديريت شهري، مي تواند به سازماندهي منظر تاريخي شهر، حفاظت و اصالت بخشي بافت هاي تاريخي كمك شاياني نمايد.

Urban common socio-cultural heritage, shaped by generations and constitutions by which socio-physical assets can be sustain in human history. Urban heritage is for their residents a socio-physical, cultural and economic asset. They can be defined by an historic layering of values. Historic urban landscape approach aimed to support the protection of natural, cultural, social and historic heritage in urban landscape with particular emphasize on social participations. Urbanization is proceeding at an unprecedented scale in the history of humankind and that throughout the world this is driving socio-economic change and growth, which should be harnessed at the local, national, regional and international levels, therefore, urban management emphasize on some approaches that need to be put on conservation plans in historic urban areas or management and planning strategies into local development processes and urban planning. Also contemporary architecture and infrastructure development, for which the application of a landscape approach would help maintain urban identity. This article aimed to describe the framework of HUL Approach and define the policy of its framework . The main questions of this research are: what are the main principles and foundation of this approach and how con use the approach in urban planning and design programs. It seems that in order to utilize the H. U.L Approach in our urban planning systems, in first stage we need to integrated urban management and serious changes in urban planning process.
