Prioritize Government Incentive Policies to Support Investors by Combining SWARA and QFD Techniques

بي‌ثباتي سياسي و ساختاري، پايدار نبودن بازارهاي داخلي و شرايط اقتصادي، حمايتهاي دولت از سرمايه‌گذاران را به امري ضروري مبدل كرده است. اين حمايتها زماني مي‌تواند بيشترين مطلوبيت را داشته و موجب ايجاد ارزش افزوده شود كه همراه با مطالعه و امكان‌سنجي و همسو با اهداف و الزامات سرمايه‌گذاران باشد. لذا در اين تحقيق ابتدا با روش سوآرار الزامات سرمايه‌گذاران را وزن‌دهي كرده سپس سياستهاي تشويقي دولت جهت حمايت از سرمايه‌گذاران را در چهار حوزه زيرساختي، قانوني، تأمين مالي و آموزشي با تكنيك QFD مورد ارزيابي و اولويت‌بندي قرار داديم. نتايج بدست آمده حاكي از آن بود عوامل اقتصادي همواره پيشتاز بوده و بيشترين نقش را در انتخاب نوع سياست تشويقي دارد. ابعاد عملياتي، فاكتورهاي فرصت، فاكتورهاي سابقه صنعتي و عوامل سياسي و حاكميتي در اولويت‌هاي بعد قرار دارند. بر اساس نتايج بدست آمده از اين تحقيق حوزه تأمين مالي از بيشترين مطلوبيت نزد سرمايه‌گذاران برخوردار است. حوزه قانوني، حوزه زيرساختي و حوزه آموزشي در اولويتهاي بعد قرار دارند.

Therefore, in this research, in this research, first with SWARA measures the requirements of the investors, then, We have evaluated and prioritized the government s incentive policies to support investors in four areas of infrastructure, law, financing, and education with the QFD technique. The results indicate that economic factors are always pioneering and have the greatest role in choosing a type of encouraging policy. Operational dimensions, opportunity factors, factors of industrial background, and political and governance factors in the next priorities. Based on the results of this obtained from the research, The area of financing has it most Desirability to investors. The legal area, the infrastructure area and educational area Are in the next prioritys.
