Evaluation Model for Contractor Selection in Railway Projects

انتخاب درست پيمانكار يكي از مهمترين فرايند برنامه ريزي يك پروژه مي باشد زيرا انتخاب درست آن تاثير بسزايي در نتيجه آن پروژه دارد. اگر چه معيار قابليت مديريتي پيمانكار يكي از اساسي ترين معيارها در پروسه پيش احراز صلاحيت پيمانكار مي باشد ولي ارزيابي كافي در اين مرحله وجود ندارد و عموما فاكتورهاي زماني و هزينه اي به عنوان ارزيابي اين قابليت مهم پيمانكار استفاده مي شود. اگرچه عملكرد زماني و هزينه اي پيمانكار در انتخاب او نقش دارد ولي تنها تكيه بر اين گزينه ها نمي تواند ارزيابي مناسبي از عملكرد مديريتي پيمانكار داشته باشد مخصوصا زماني كه تاخير در زمان يا افزايش هزينه خارج از كنترل پيمانكار باشد. . اين تحقيق بر يك رويكرد سيستماتيك تر براي رسيدگي به قابليت هاي مديريت پيمانكار با در نظر گرفتن فاكتورهاي مرتبط با متغيرهاي مديريتي پيمانكار جهت نظارت بر عملكرد مديريتي پيمانكار مي باشد. با استفاده از يك فرايند تحقيق چند مرحله اي، از جمله بررسي گسترده ادبيات، تجزيه و تحليل و تركيب عوامل مهم مديريت پيمانكاري ، توسعه يك مدل شبكه تحليلي و اعتبارسنجي ميدان، يك مدل قوي را شناسايي كرديم كه ابزارهاي پشتيباني تصميم براي سازمان كارفرما را با ايجاد پايگاه داده براي مقايسه پيمانكاران متعدد با توجه به شيوه هاي مديريتي افزايش مي دهد. علاوه بر اين، ارزيابي اين معيار ، پيمانكاران را قادر مي سازد تا بر تلاش هاي خود براي رسيدگي به شيوه هاي مديريت براي بهبود عملكرد پروژه خود تمركز كنند.

Prequalifying contractors is a critical element in project planning because it can have a huge impact on the final outcomes of the project. While screening potential contractors management capability is an important feature of prequalifying, current evaluation of management capability in contractor prequalification are often inadequate since they are only related to the time and cost performance of the contractor. This paper argues for a more systematic approach to address the contractor management capabilities and practices as a critical additional element in screening. The evaluation of this prequalification criterion is especially critical as it has the highest impact on time and cost performance of the contractor. Thus, this research develops a model that evaluates the management capability of contractors for the purpose of improving current prequalification selection. An evaluation model that has integrated management variables, practices, and factors influencing contractor performance is proposed. An analytic network process (ANP) was used to evaluate the multidirectional relationship among decision elements. The relative importance of the management capability variable and weights of their corresponding management practices was then used to evaluate the performance of contractors. As a useful tool for evaluating the management capability of contractor, the model enhances the decision support tools for clients. Clients can use this model as a decision support system to select eligible contractors based on a more comprehensive assessment of their previous performance
