A Low Contrast Shape Optimization Problem

In this paper, we study a maximization problem associated with an elliptic boundary value problem. The optimal solution defines a stationary and stable flow of an ideal fluid in two dimensions. The main contribution of this paper is to determine the optimal solutions. Indeed, we derive the solutions when the problem is in low contrast regime. Moreover, it is established that the solution of the optimization problem is unique.
