Providing an evaluation framework for service reference model

با توجه به اينكه خروجي فاز مدل سازي مبنايي براي فاز پياده سازي است با اندازه گيري شاخص هايي در سطح مدل سازي و سنجش ميزان كارآمدي مدل مي توان از بسياري از هزينه ها كه بعداً در فاز پياده سازي به دليل مدل سازي ناقص و نادقيق به وجود بيايد جلوگيري كرد. در ايران و ساير كشورها چارچوبي به نام مدل مرجع خدمات تدوين شده است كه منظور از آن، چارچوب مرجعي است كه خدمات قابل ارائه توسط دستگاه هاي اجرايي را طبقه بندي و تعريف مي نمايد. اطمينان از اينكه آيا مدل مرجع خدمات در راستاي اهداف دستگاه هاي اجرايي هستند، بسيار مهم است. تا كنون چارچوب ها و شاخص هاي متفاوتي براي ارزيابي خدمات ارائه شده است كه اكثر آن ها به ارزيابي خدمات پياده سازي شده پرداخته اند و در زمينه ي ارزيابي مدل مرجع خدمات كارهاي اندكي صورت گرفته است، بنابراين نياز به تعريف يكسري شاخص ها است كه به توان براساس آن ها به ارزيابي مدل مرجع خدمات پرداخت و ميزان كارآمدي آن را مشخص كرد. تمركز اصلي اين مقاله بر روي ارايه چارچوبي براي ارزيابي مدل مرجع خدمات قرار دارد كه با تعريف مجموعه اي از شاخص ها و هم چنين ارايه چك ليست هايي، به سنجش و ارزيابي مدل مرجع خدمات پرداخته است، و بر اساس چارچوب ارائه شده، محدوده ي كارآمدي مدل مرجع خدمات مشخص شده است.

Considering that the output of the modeling phase is the basis for the implementation phase, by measuring the indicators at the modeling level and measuring the efficiency of the model, many costs can be deduced later in the implementation phase due to incomplete and imprecise modeling to prevent it. In Iran and other countries, a framework has been developed called the Service Reference Model, which is the reference framework that defines the services that can be provided by executive agencies. It is very important to ensure that the service reference model is in line with the objectives of the executive agencies. So far, different frameworks and indicators have been presented for evaluating services, most of which have been evaluated by implemented services, and there is little work on the evaluation of the service reference model, therefore, it is necessary to define a set of indicators that can be used to evaluate the service reference model based on them and determined its effectiveness. The main focus of this paper is on providing a framework for evaluating the service reference model, which defines a set of indicators as well as provides checklists for assessing and evaluating the service reference model and, based on the presented framework, the efficiency range of the service reference model is specified.
