The components of the ecosystem of quality assessment in higher education

زمينه و هدف: مسير توسعه در هر كشوري از طريق نظام هاي آموزشي كارامد هموار خواهد شد. بر اين اساس كليه افراد ذينفع در آموزش عالي بر اهميت كاربست الگوهاي ارزيابي كيفيت به جهت اطمينان از حصول اهداف اذعان دارند. با گسترش كمّي مؤسسات آموزش عالي در سالهاي اخير، به نظر مي رسد كه ابعاد كيفي آموزش كمتر مورد توجه قرار گرفته است. آموزش عالي بخشي از يك اكوسيستم اجتماعي محسوب مي شود كه تداوم حيات آن به دريافت بازخورد از محيط بستگي دارد. مقاله حاضر ضمن اشاره به ضرورت تضمين كيفيت در آموزش عالي، به بررسي عوامل و مؤلفه هاي تشكيل دهنده اكوسيستم ارزيابي مي پردازد. روش كار: شاخص‌ كيفيت آموزش عالي را مي توان در دو بعد دروني و بيروني دانست كه بصورت مكمل همديگر در فرايند كيفيت بخشي بكار مي روند. مقاله حاضر با مطالعه در اسناد كتابخانه اي و به صورت توصيفي_ تحليلي به مولفه هاي مؤثر در كيفيت بخشي آموزش عالي مي پردازد. نتيجه گيري: ديدگاه اكوسيستميك بيان مي دارد كه افزايش كيفيت تنها زماني ميسر مي گردد كه رويكرد ارزيابانه، چند سطحي بوده و از طريق سطح تحليل محيطي حاصل شود. با عنايت به اينكه كيفيت آموزش عالي در كارايي دروني و بيروني آن نمود خواهد يافت، نتايج مقاله حاضر مي تواند به بازنگري در سياستهاي آموزش عالي به منظور افزايش كيفيت منجر گردد.

Background and purpose: The path to development in any country will be paved through effective educational systems. Accordingly, all stakeholders in higher education recognize the importance of applying quality assessment models to ensure that they achieve goals. With the recent expansion of higher education institutions in recent years, it seems that the quality dimensions of education have been less considered. Higher education is part of a social ecosystem; whose survival depends on receiving feedback from the environment. The present article, while referring to the necessity of quality assurance in higher education, examines the components and factors of the ecosystem of evaluation. Method: Higher education quality index can be considered in both internal and external dimensions, which complement each other in the quality process. The present paper, by studying in library documents and descriptive-analytical, addresses the components that affect the quality of higher education. Results: The ecosystem view stipulates that increasing the quality is only possible when the approach is evaluative, multilevel, and achieved through the level of environmental analysis. Given the high quality of higher education in its internal and external performance, the results of this paper can lead to a review of higher education policies in order to enhance quality.
