Functions of Urban Diplomacy in the National Strategy Case Study: Tehran City Metropolis

راهبرد يا استراتژي شاخه‌اي از علم مديريت است كه در فنون نظامي، اقتصاد، تجارت و به ويژه عرصه سياست كاربرد دارد. بر اين اساس مي¬توان گفت، راهبرد ملي، هنر و علم توسعه و استفاده از منابع اقتصادي، رواني، اجتماعي، نظامي و به خصوص سياسي مورد نياز در زمان جنگ و صلح براي تأمين حداكثر حمايت از افزايش احتمال پيروزي و پيامدهاي مساعد آن است. يكي از راه¬هاي تقويت سياست كشورها در سطح بين¬الملل ديپلماسي شهري است.ديپلماسي شهري مجموعه¬اي از ابزارهاي سياستگذاري شهري و فرايندها،نهادها، ترتيبات اقتصادي،سياسي و اجتماعي و فرهنگي مديريتي شهري است.راه¬هايي نيز براي تقويت ديپلماسي شهري وجود دارد كه از آن با عنوان يادداشت تفاهم خواهر شهري ياد مي¬شود كه عبارت است از تفاهماني بين مسئولين اجرايي دو شهر براي ايجاد همبستگي و اتحاد بيشتر انساني و فرهنگي ميان شهروندانشان. در اين ميان مسئولين شهري شهرداري كلان¬شهر تهران اقدام به ايجاد پيوندهايي با 27 شهر دنيا كرده¬اند. مقاله حاضر بر اين فرضيه استوار است كه كاركردهاي ديپلماسي شهري مادرشهر تهران در راهبرد ملي ج.ا. ايران نشان دهد. داده¬ها و اطلاعات مورد نياز تحقيق به شيوه كتابخانه¬اي گردآوري شده و روش شناسي حاكم بر متن ماهيتي توصيفي-تحليلي دارد.نتايج تحقيق نشان داد كه كلان¬شهر تهران در عصر ديپلماسي شهري مي‏تواند منافع پايداري را چون امكان پذيرشدن تبادل تجارب و دريافت كمك‏هاي فني و مالي، كاهش تأثيرات نامطلوب تصميمات و سياست‏هاي نهادهاي فراملي، افزايش امكان چانه‏زني و كسب امتياز در سازمان‏هاي بين‏المللي به منظور برون‏رفت از محدوديت‏هاي حاكم بر نظام برنامه‏ريزي و مديريت را به ارمغان آورد.

A strategy is a branch of management science that is used in military, economics, business, and especially in the field of politics. On this basis, national strategy, art and science of development and the use of economic, psychological, social, military and especially political resources needed during wartime and peace to provide maximum support for increasing the probability of victory and its favorable consequences. . One of the ways of strengthening international politics is urban diplomacy . In fact, urban diplomacy is a set of tools for urban policy and processes, institutions, economic, political, social, and cultural arrangements for urban management. There are also ways to strengthen urban diplomacy, which is called Memorial Memorandum of Urban Sister It is said that there is an exchange of views between the two cities executives in order to create solidarity and greater human and cultural unity among their citizens. Meanwhile, the city authorities of Tehran s capital city have established links with 27 cities of the world. The present paper relies on the hypothesis that the functions of urban diplomacy in Tehran s mother city in the national strategy of the Islamic Republic of Iran Iran to show. The data and information required for the research are gathered in the way of the library and the methodology governing the text has a descriptive-analytical nature. The results of the research showed that the active role of Tehran s mother in the age of urban diplomacy can be considered as sustainable. The exchange of experiences and the receipt of technical and financial assistance, the undermining of the adverse effects of transnational institutions decisions and policies, the increase of the possibility of bargaining and gaining points in international organizations in order to overcome the constraints governing the system Urban planning and management.
