كنترل عملكرد ناوگان حمل‌ و نقل بار و مسافر، همواره از دغدغه‌هاي مسئولين ذي‌ربط بوده و هست، چنانكه در سال‌هاي اخير دستگاه‌هاي متعددي بدين منظور طرح‌ريزي و حتي اجراشده است تا ايمني راه‌ها و مسافرين ارتقاء يابد.به منظور نظارت و كنترل بهينه‌تر ناوگان حمل و نقل عمومي جاده‌اي « سامانه پايش هوشمند تردد ناوگان » يا همان سپهتن طراحي و ايجاد شده است. سامانه سپهتن، سامانه پايش و نظارت هوشمند تردد ناوگان حمل و نقل جاده‌اي است دستگاهي كه درون خودرو نصب مي شود و از طريق سيم كارت GFM, GPRS به طور مداوم اطلاعات تعريف شده داخل ماشين را به مراكز پليس راهور ارسال مي‌كند اطلاعاتي نظير سرعت؛ مشخصات گواهينامه راننده؛ ساعت كاركرد و غيره. اين سيستم قادر است از طريق شبكه ارتباطي DSRC به محض نزديك شدن اتوبوس هاي مسافر بري بين شهري به پاسگاه‌ها نسبت به تخليه اطلاعات اقدام كرده و عملكرد وسيله نقليه را مورد بررسي و ارزيابي دقيق قرار دهد؛ سامانه مركزي مذكور با سيستم صورت وضعيت و ساير سامانه هاي مورد نياز تبادل داده مي كند. به هر حال آنچه بر لزوم طراحي و بهره گيري از اين سيستم هوشمند تاكيد دارد؛ بعد نظارتي آن و ساماندهي اصولي تردد هاي بين شهري مي باشد؛ قطعا براي دستيابي به مديريت يكپارچه و كلان در بخش حمل و نقل جاده اي وجود اين سيستم از ضروريات است. ما در اين مقاله بنا داريم كه اين سامانه را مورد بررسي قرار دهيم و مزايا و معايب آن را بيان نماييم.
