Issue:Social exclusion is a social construct that emphasizes on the lack of access to resources and is outcomes of the unsuitability and none select in use of resources, deprive of justice, citizenship and human rights, social relations, civic activities, macro-economic development, goods and services, labor market, property and physical and livelihoods security or in Amartya Sen’s word , the failure in the acquisition of ability levels in functional various forms. Method: This study were done through qualitative methods and grounded theory to determine how the concept of social exclusion is constructed and recognize the mechanisms involved that form the voluntary or non-voluntary social exclusion among Khorramabad citizens . Findings: Deep Interview analysis revealed that the exclusion is the structural conditions and is seen people’s power agency in voluntary accept either continued or denial and trying to solve that situation. Conclusion: In fact, the material structural conditions leading to inequality, which is in turn postulates tribe, distrust and weak social capital and finally lead to people select strategy of alienation. Add to material deprivation and inequality macro-structural factors include lack of security and weak participation of people and government shape social exclusion, and the powerless and alienated people accept it powerlessly and hopelessly. The social exclusion such as starter guarantee the subsequent cycles material deprivation and citizens as well as social mandatory assistance guarantee the rotation cycle of exclusion.
