با توجه به جايگاهي كه صنعت نفت ايران از نقطه نظر ذخاير هيدروكربني از آن برخوردار است چشم‌انداز اين صنعت در چگونگي بهره مندي از اين ذخاير خدادادي از اهميت بسياري برخوردار بوده و در اين رابطه اهداف گوناگوني براي آن در نظر گرفته شده است. حداكثر سازي ارزش افزوده صنعت نفت و گاز كشور از طريق هم ‏افزايي زنجيره ارزش با توسعه سرمايه ‏گذاري در منابع و صنايع نفت و گاز، صنايع انرژي بر و صنايع خدمات مهندسي پشتيبان آنها از سياست هاي وزارت نفت در چشم انداز اهداف خود مي‏باشد. تكميل زنجيره ارزش صنعت نفت و گاز در جهت افزايش ارزش افزوده و جلوگيري از خام فروشي يكي از اصولي است كه براي سرازير كردن درآمد هاي نفتي به سمت توليد داخلي در سياست هاي كلي مورد تاكيد قرار گرفته است. سياست‏ها و قوانين مرتبط با صنعت نفت، گاز و پتروشيمي كشور بايد به گونه‏اي تدوين گردد كه انتخاب زنجيره ارزش مناسب براي دست‌ يابي به بيشترين ارزش افزوده مورد توجه قرار گيرد. در اين مقاله، پس از ارائه و بررسي گزينه‏ هاي مختلف زنجيره ارزش افزوده نفت و گاز، به ارائه شاخص‌ها و اولويت‌ هاي انتخاب پرداخته شده است.

Regarding to the position of Iranian oil industry from the aspect of hydrocarbon reserves, the perspective of this industry on how to benefit from this natural resources is of great importance and varietyof purposes are intended. Maximizing the added value of oil and gas industry through the synergy of value chain and investing in oil and gas industries, energy industry and supporting engineering services are from the policies of the Ministry of Oil in future to achieve considered goals. Oil and gas industry value chain is one of the fundamentals to increase the added value and avoid sellingraw materials which emphasizesthe influx of oil revenues to GDP according tothe general policies. Policies and laws related to the oil, gas and petrochemical industries must be developed in such a way that selecting an appropriate value chain being considered to achieve the maximum added value. In this study, after presenting and investigating different types of valuechain for oil and gas, criteria and priorities are discussed.
