شناسايي و رتبه بندي ابعاد اثر بخش مركز تخصصي آپاي استان سيستان و بلوچستان (SB CERT) با هدف پياده سازي دولت الكترونيك

Identification and Ranking of Effective Aspects of the CERT Specialized Center in Sistan and Baluchestan as the basis of Implementing E-government

طي سالهاي اخير تهديدات امنيتي فراواني بر اطلاعات سازمانها وارد آمده و عملكرد سازمانها را دستخوش تغيير قرار داده و سبب گشته تا آنها هزينه‌هاي گزافي را متحمل شوند. اين مساله در مورد سازمانهاي دولتي كه از سيستم‌هاي اطلاعاتي و اينترنتي تحت شبكه استفاده مي‌كنند از اهميت بيشتري برخوردار است. استفاده از خدمات مراكز تخصصي آپا بعنوان مركزي علمي و پژوهشي در راستاي ارتقاي امنيت اطلاعات و سيستم‌هاي اطلاعاتي مورد استفاده در حوزه‌هاي آگاهي‌رساني ، پشتيباني و امداد رايانه‌اي مطرح مي‌گردد. هدف تحقيق حاضر، شناسايي و رتبه بندي ابعاد اثر بخش مركز تخصصي آپاي استان سيستان و بلوچستان در پياده سازي دولت الكترونيك مي باشد. براي اين منظور ابتدا با بررسي پيشينه اين مراكز، فهرستي از معيارهاي حائز اهميت تدوين شد و از طريق انجام مصاحبه حضوري با خبرگان و كارشناسان فناوري اطلاعات سازمان ها و تكميل نمودن پرسشنامه، ابعاد اثر بخشي مركز تخصصي آپاي استان در پياده سازي دولت الكترونيك شناسايي و در چهار حوزه كلي دسته بندي گرديد. سپس با تجزيه و تحليل داده ها از طريق روش تحليل سلسله مراتبي فازي (AHP)، معيارها وزن دهي و رتبه بندي شدند. بنا به يافته هاي تحقيق، بعد اصلي جايگاه حقوقي و قانوني مركز تخصصي آپا با وزن نسبي ۰.۳۱ اولويت نخست را كسب نموده و بعد اصلي آگاهي رساني و فرهنگ سازي مركز تخصصي آپا با وزن نسبي ۰.۱۹ در جايگاه انتهايي قرار گرفته است.

Recently, the data of many organizations have been threatened which made them alter their functions and pay a lot of cost to protect the threats. These threats will be more serious when we encounter governmental organizations which use the Internet to provide their information system services. The CERT (Computer Emergency Response Teams) specialized center, as a research and scientific center, has been provided to improve security of information and systems. The aim of the present research is to identify and rank the effective aspects of the CERT specialized center, as the basis of implementing E-government in SB province. To this aim, a list of major factors has been prepared based on the history of the center. The data were collected through filling out the questionnaire and interview with the professionals and the experts of the organizations. The effective aspects of the implementation of E-government have been identified and classified into four main groups. Then, the factors have been evaluated and ranked according to fuzzy Analytical Hierarchy Process (AHP). The findings indicated that the legal aspect of the CERT with a relative value of 0.31 and the informative and cultural aspects of the CERT with a relative value of 0.19 have been ranked as the first and the last factors respectively.
