Operational Indicators of Sustainable Urban Transport

بخش حمل‌ونقل شهري از مهم‌ترين حوزه‌هاي شهر پايدار به شمار مي‌رود تا جايي كه بدون توجه به آن دستيابي به اهداف پايداري در يك شهر عملاً امكان‌پذير نيست. پژوهش حاضر قصد دارد با بررسي منابع و تجارب جهاني در خصوص شاخص‌هاي حمل‌ونقل پايدار، فهرستي از شاخص‌هاي اولويت‌بندي شده براي برنامه‌هاي عملياتي حمل‌ونقل شهري پيشنهاد نمايد. با اين هدف، ابتدا 7 نمونه جهاني تدوين شاخص‌هاي حمل‌ونقل پايدار مورد تحليل قرارگرفته و بر اساس معيارهايي چون جامعيت، مانعيت و مطابقت با وضعيت شهرهاي كشور، 30 شاخص در 4 بعد «اقتصادي»، «اجتماعي»، «زيست‌محيطي» و «جابجايي و دسترسي» احصاء گرديدند. به‌منظور سنجش ميزان اهميت شاخص‌هاي هر عنوان، پس از نظرخواهي از نخبگان حمل‌ونقل شهري، از تكنيك مقايسه زوجي براي محاسبه وزن هر شاخص بهره گرفته شد. نتيجه نشان مي‌دهد شاخص «سرانه هزينه‌هاي كاربر سيستم حمل‌ونقل» در حوزه اقتصادي، «ايمني» در حوزه اجتماعي، «آلاينده‌هاي هوا» در حوزه زيست‌محيطي و شاخص «ميانگين زمان سفر» در حوزه جابجايي و دسترسي ازنظر پاسخگويان بيشترين اهميت را دارا مي‌باشند.

Urban transport sector is one of the most important requirements to achieve sustainable city to the extent that it is practically impossible to achieve sustainability goals in a city without considering sustainable transport. This study aims to evaluate the references and global experiences on sustainable transport indicators and then, offer a list of prioritized indicators for urban transport action plans. With this purpose, the 7 world examples were analyzed to develop the sustainable transport indicators and 30 indicators in four dimensions economic , social , environmental and mobility and accessibility were recognized on the basis of criteria such as universality, precision, and adaptability with the situation in the country. In order to assess the importance of each indicator, after consultation with the urban transport elites, the pairwise comparison technique was used to calculate the weight of each indicator. The result showed that the indicator per capita transportation user fees in the economic sphere, safety in the social sphere, air pollutants in the environmental field, and average trip time in the field of mobility and accessibility have the utmost importance for the respondents.
