به نظر مي رسد با توجه به آمار بالاي تصادفات و اهميت جان انسان ها و همچنين اثرات اقتصادي اين تصادفات، شناسايي عوامل مؤثر و اولويت بندي آنها، گره گُشا باشد. يكي از مسائلي كه در تحقيقات گذشته تاكنون اقدامات اساسي در خصوص آن صورت نگرفته است، ارائه مدلي جهت اولويت بندي روش هاي كيفي ارتقاي ايمني در راه هاي برون شهري است. در اين تحقيق، سعي بر آن شده كه روش هاي كيفي ارتقاي ايمني راه هاي برون شهري براي آزاد راه تهران-قم بدرستي شناسايي و بترتيب تاثير آنها بر سطح كيفي ايمني آزادراه اولويت بندي شوند. روش تحقيق حاضر، يك روش تركيبي ما بين پرسشگري و استفاده از اطلاعات آن جهت ساخت يك مدل رياضي از نوع رگرسيون براي دستيابي به ميزان سطح ايمني آزادراه تهران-قم بر اساس روش هاي كيفي مطرح شده، مي باشد. بنابراين، در ابتدا با مروري بر مطالعات انجام شده در اين زمينه و شناسايي روش هاي كيفي موثر بر ارتقاي ايمني راه هاي برون شهري، اقدام به پرسشگري از كارشناسان صنعت حمل ونقل و ترافيك و استفاده از اين آمار و اطلاعات براي ساخت مدل رياضي شد. نتايج تحقيق نشان داد كه از نظر كارشناسان، مهمترين عامل در تصادفات راه هاي برون شهري عدم رعايت سرعت مجاز توسط رانندگان است و روش افزايش پوشش دوربين هاي كنترل سرعت در آزادراه تهران-قم به عنوان مهمترين اولويت در بين روش هاي مطرح شده در جهت ارتقاي ايمني راه هاي برون شهري بيان گرديد.

Due to the high accident rates and the importance of human lives as well as the economic effects of these accidents, it seems that the identification of effective factors and prioritization of them is knot. One of the issues that has not been addressed in recent research has been to provide a model for prioritizing quality improvement methods for outsourcing. In this research, we tried to identify the quality methods for improving the road safety of the outskirts for the Free Road of Tehran-Qom and prioritize their impact on the quality of safety of the freeway. The method of this study is a combination of our methodology and the use of this information to construct a regression math model to achieve the level of safety of the Tehran-Qom Freeway on the basis of the proposed qualitative methods. Therefore, initially, with an overview of the studies carried out in this field and identifying effective quality methods for improving the safety of the suburban roads, the experts of the transportation and traffic industry were asked to use this statistics and information to build the mathematical model. The results of the study showed that the most important factor in road accidents is the lack of compliance by drivers with speed, and the method of increasing the coverage of speed control cameras on the Tehran-Qom freeway is considered as the most important priority among the methods proposed to improve The safety of suburban roads was expressed.
