تاخير در پروژه‌هاي عمراني به دليل پيچيدگي‌هاي خاص آنها امري غيرقابل انكار است. بررسي علل تاخير در پروژه‌هاي ساخت، و انديشيدن تدابيري در جهت كاهش آنها مسئله‌اي جدي مي باشد كه در تمام دنيا مورد توجه قرار گرفته است. هرگونه تاخير در اجراي برنامه توسعه و عدم بهره برداري از پروژه هاي عمراني دقيقا مصداق اتلاف منابع است. مهمترين منبع ملي كه در اين راستا از دست مي رود، عامل زمان است. لذا، هدف از انجام پژوهش حاضر بررسي علل تاخير در پروژه هاي عمراني مازندران (پروژه چهار بانده كردن جاده هراز و پل كابلي پياده رو بابلسر) مي باشد. جامعه آماري اين تحقيق كارفرمايان و پيمانكاران پروژه چهار بانده كردن جاده هراز و پل كابلي پياده رو بابلسر مشتمل بر 100 نفر مي باشد كه با استفاده از فرمول تعيين حجم نمونه براي جوامع محدود تعداد 82 نفر به عنوان نمونه آماري انتخاب شد. براي تجزيه و تحليل داده ها از آمار توصيفي و آمار استنباطي (آزمون كلموگروف اسميرنوف و آزمون تي) استفاده شده است. نتايج تحقيق حاكي از آن است كه نقش كارفرما، پيمانكار و عوامل محيطي در تاخير پروژه هاي عمراني تاثيرگذار است ولي نقش مشاور در اين تاخيرها اثرگذار نمي باشد. يافته ها نشان داد بين عوامل مختلف تاثير‌گذار در تاخير پروژه‌هاي عمراني (كارفرما، مشاور، پيمانكار و محيطي) تفاوت معني داري وجود دارد و نقش كارفرما به عنوان مهم ترين عامل و نقش پيمانكار به عنوان كم اهميت ترين عامل تاثير‌گذار در تاخير پروژه‌هاي عمراني محسوب مي شوند.

Delay in construction projects due to their specific complexity is undeniable. Investigating the causes of delays in construction projects and thinking in order to reduce them is a serious issue that is of interest throughout the world. Any delays in the implementation of the development and non-utilization program of development projects is precisely the waste of resources. The most important national source that is lost in this direction is the factor of time. Therefore, the aim of this research is to investigate the causes of delay in Mazandaran development projects (four-lane road project of Khazar road and Babolsar pedestrain Cable Bridge). The statistical population of this research is the employers and contractors of the four-way road of Haraz and the Babolar pavement cable bridge, which consists of 100 people. Using a sample size formula for 82 limited communities, 82 individuals were selected as the statistical sample. The research instrument is a researcher-made questionnaire. For analyzing the data, descriptive statistics and inferential statistics (Kolmogorov-Smirnov test and T-test) were used. The research results indicate that the role of the employer, contractor and environmental factors influence the delay of development projects, but the role of the consultant is not affected by the delay in construction projects. The findings showed that there is a significant difference between the various factors affecting the delay of construction projects (employer, consultant, contractor, and environment) and the role of the employer as the most important factor and role of the contractor as the least important factor affecting the project delays Development which is considered.
