In this paper, a three-step basin-wide water allocation model is developed for trading water during droughts and low flow conditions. First, the irrigation water use of every crop during its growth stages is optimized regarding different amounts of available water. Utilizing the results obtained from the first step, optimized benefits of every agricultural network is determined for various amounts of available water. Moreover, the distribution of water among all the crops in every network is optimized in this sub-model. The third sub-model redistributes water among agricultural networks in a multi-reservoir system by forming a water market. This sub-model also maximizes the whole system benefit. Optimized agricultural areas of all networks, water price and redistribution of water are the model results. To evaluate the methodology, it is applied to the Gorganrud basin in Iran. The results illustrate the efficiency and applicability of the proposed methodology.
