Innovative development of economy depends on effectiveness of participants that interact within a single system from the moment of establishment of the innovation and until practical use of new knowledge. Researchers world economies identified universal components of national innovation systems: the legislative framework, governing aspects of innovation, educational activities in order to form innovation-oriented society, ets. Th e experience of developed countries shows that successful innovative development of economy depends on the effective interaction of the state –education (science) – business. Th e dominant position in this triad holds the university responsible for the creation of new knowledge. According to the strategic documents of socio-economic development in Russia educational system should become a “locomotive” of development. Th e success of the operation of an innovative educational system largely depends on the readiness of university staff to accept innovations, however, human resources of Russian higher school is facing a number of problems, that includes: the aging workforce, the low activity of the teaching staff in the development of professional competencies, the absence of motivational management in high schools, low innovative activity of universities, rigid structure of the educational programs in high schools, low wages of teachers, compulsory participation in research programs virtual absent in the responsibilities of the teaching staff. In connection with the above mentioned one of the key objectives in the formation of innovative educational system is preparation of a teacher-innovator, who is ready with equal success to develop innovations and to adapt and introduce their results into the educational process.
