The main purpose of this article is to develop existing emergency facilities locating models, and to provide an efficient and usable model, to locate emergency facilities. In this model it has been tried to determine the location of emergency facilities and to determine the manner of allocating demand spots, and the number of facilities required to meet the existing demand. In this study, a locating model for emergency facilities was studied with locating - allocating approach, and in scenario conditions and parameters of travel time and competition costs were considered in the model in the form of fuzzy method. An issue that is very considerable in this proposed model is considering fixed costs required to set up the service provider and available budget to serve the clients. Further, the sensitivity of the proposed model to various parameters was evaluated and in order to solve the model, the CPLEX solver was used. Because in large number of data the required time to solve this model could be too much, so a genetic algorithm was presented and used and a comparison was conducted between this method and exact solving method.
