In this paper a new framework for assessing the relative performance of hospitals is introduced and applied to two kinds of hospitals, Public and Private hospitals. Hospitals are compared on the basis of their relative technical efficiency. Obviously health systems especially hospitals easily affected by the risks that weaken the efficiency and the overall performance of hospitals. Resilience engineering (RE) is the ability of a technical systems to remain stable in the face of sudden changes and as much as possible minimizes the effects of changes in such system. For this paper a new framework including the combination of non-value added waiting time factor and resilience and integrated resilience engineering factors is used for assessing the performance of private and public hospitals. A combination of simulation and integrated Analytical Hierarchy Process (AHP) and linear regression methods is recommended in order to assessing the performance of hospitals. The results indicate that RE and IRE play significant role in the promotion of the hospitals performance. The results also show that awareness has the highest impact on the hospitals performance among the RE-associated factors.
