بدهي اكولوژيك مفهومي نسبتا جوان است كه در سطح ملي و بين المللي استفاده مي شود. اين مفهوم در پي آن است تا به بررسي مساله ناپايداري در سايه نابرابري و عدم تعادل فضايي حاصل از نظام هاي جهاني پرداخته و چالش هاي محيطي اين فرآيند را مورد عنايت قرار دهد. تاكيد آن بر بهره برداري نامتوازن از منابع و منافع و زيانهاي اكولوژيك ناشي از آن در پيوستار تاريخي است. محاسبه بدهي اكولوژيك ابزار قانونمند و توانمندي را در اختيار برنامه ريزان محيط زيست قرار مي دهد كه مي تواند در عرصه هاي متفاوت موثر واقع شود. هدف اين مقاله ارايه چارچوب بدهي اكولوژيك وبررسي قابليت بكارگيري آن در سطح منطقه اي براي مديريت بهتر سرزمين و كاهش چالشهاي محيط است. براين اساس تلاش شده است ضمن ارايه مفهوم و چارچوب بدهي اكولوژيك، قابليت بكارگيري آن در عرصه سرزمين مورد بحث قرار گيرد. محيط زيست بستر حيات بشر است اما بارگذاري بيش از ظرفيت آن منجر به آلودگي ، تحليل تخريب آن شده است. اين درحالي است كه بهره برداران تنها بخشي از هزينه ها را پرداخت مي كنند. عدم پرداخت واقعي هزينه ها منجر به ايجاد بدهي اكولوژيك شده و فضاهاي حيات را تا سرحد نابودي و ورشكستگي مي كشاند. بهره گيري از مفهوم بدهي اكولوژيك گامي كوچك ولي موثر براي مديريت و آمايش سرزمين محسوب مي گردد كه در صورت بكارگيري مي تواند به عنوان ابزاري قدرتمند در دست طرفداران محيط قرار گيرد تا با آن بتوان مديريت نتيجه گرا را كنترل كرد و فرآيند تاريخي تخريب محيط زيست را اگر نتوان متوقف كرد آنرا تا حد ممكن كند سازد.

Ecological debt is a relatively young concept that is used in the national and international scale. This concept pursues to examine the problem of environmental unsustainability due to global inequity and spatial imbalance that produced by global Systems. Then it considers the global environmental challenges of global resource exchanges. Debt ecology emphasis on the exploitation of resources and ecological benefits and losses caused by it in a historical continuum. This paper tries to provide a framework of ecological debt and investigate its ability to apply at the regional scale in order to better land development and reduce the environmental challenges. Accordingly, the concept and framework of ecological debt id discussed. In continue, ecological capabilities in the territorial management and land development is discussed. The environment provides a context for life. Whenever context development exceeds its carrying capacity, it will lead to environmental pollution, depletion and degradation. However, the beneficiaries pay only a fraction of the cost. Failure to pay the real costs led to ecological debt and destruction of living spaces up to environmental failure. Utilizes the ecological debt concept is a small but effective step in environmental management and land development. That in case the ecological debt deployment can be a powerful tool in the hands of pro-environment in order to control the results-oriented management and historical process of environmental degradation. It expected; If ecological debt cannot stop environmental degradation, it makes such process slower as much as possible.
