Generally, planning theories are divided in two sections: first, they study process of planning (procedural planning), second, they study product of planning (substantive planning). This article is studying public interest in urban planning with an emphasize of procedural planning. Namely, steps of decision- making and planning, and their effects have been studied in projects. In this regard, along with studying the role of people which is included of participation, citizenship, efficiency. the role of public interest, and interaction of government in projects Is studied. This idea of a determinative public interest was central to the deliberations which produced the great 1947 Town and Country Planning Act in Britain and it has continued to underpin attempts to place explicitly value on the land use planning activity. The manner of public interest is an important factors that the government, people and public sectors interact with each other in urban planning. Nowaday this manner is the only way in local management oblige to execute it. because it is the most effective and the most sustainability management way that is following regional development. The most of projects show that planning is carried out in top- down planning and not bottom- up planning, because people didn’t have any specific role in this project planning and execution (bureaucratic and top- down planning). in general, if public interest have not considered. Undoubtly, this condition is cause of undesirable effects. If metro incumbents aren’t attention for citizenship rights, people won t responsible for this project. And this condition will obstacle regional development and national development finally.
