The Role of Passive Defense on Urban Space Management. Case study: Yazd City

As regards issue of safety and security confronted with natural and human disasters Has been considered from a long time ago till yet in design, planning and management of urban habitats. Passive defense is of the most important approaches and strategies in the planning field and management of urban crisis. According to the structure and existing political atmosphere and military indicators in urban spaces, seem must be some decisions be adopted in line passive defense in managerial level in macro designs so with increasing military strength and decrease physical and human vulnerabilities, reduces the severity of its effects. In this regard, the passive defense is also collection of unarmed actions that reduce damage to human resources, buildings, urban facilities and equipment and Urban and regional arterials, against enemy malicious operations. In this way, recognizing its effective parameters on urban management and recognizing management decisions taken from this approach and Use these parameters is necessary for having dynamic, stable and safe urban spaces. In the present research using descriptive method and based on library studies and documents, after explaining purposes, principles and factors passive defense and it has been reviewed an approach analysis and it s role in Yazd city management decisions. Findings of the research shows, city managers as for the principles of passive defense have to work in some way to prepare in the direction reduce damages of personal and financial, for versusing fast and recovery to normal status in the city. Even though, Yazd city has been tried that making decisions in macro level to achieve this.
