This paper presents an approach for Contractors performance evaluation by using Data envelopment analysis with considering uncontrollable and undesirable inputs and outputs. Tehran Municipality has 22 regions that Tehran Municipality choose contractors with Auction between Contractors and every region has one contractor and these contractors are different.in this article we collected data from Tehran municipality to calculate Efficiency of contractors in their regions. The number of human resources and machinery are controllable input and population of region is uncontrollable input and it also undesirable input. Volume of dry waste and volume of wet waste are outputs of this case. Every contractor supposed Distributor company that Distributes their machineries and human resources in their regions.
