After the defeat of the humanitarian intervention, the adherence to the principle of non-interference in the internal affairs of the countries in one hand, and gross violation of human rights in the behavior and actions of the governments under the pretext of saving the national interests on the other hand made the international community to find a solution covering both problems. With the introduction of the responsibility to protect doctrine, contradictory positions were proposed and the majority of the oppositions aimed at violating the principle of non-intervention in the internal affairs of the government. The most important question here is whether the institutionalization of the responsibility to protect doctrine leads to the development of the military interventional actions of the powerful countries against the weaker countries under the pretext of protecting human rights or not? In this study, with the descriptive analytical method, we have investigated the executive mechanisms of responsibility to protect predicted in three phases of prediction, operation, and reconstruction. With this review, we can reject the claim of increase in the military intervention for development of this doctrine and endorse the support of this theory as it has been observed in each of the three stages, responsible supportive economic, political, legal, and military packs.
