Analysis and evaluation of the capabilities needed to implement and develop complex projects and products in response to uncertainties

با توجه به اهميت فراوان پروژه ها و محصولات پيچيده در اقتصاد كشورها و فراهم كردن زمينه هاي رشد و توسعه اقتصادي و صنعتي، پژوهش هاي مختلف در اين حوزه مي تواند به كشورهاي درحال توسعه و نوپا كمك شايان نمايد. عدم قطعيت يكي از ويژگي هاي مهم و تأثيرگذار در روند اجراي پروژه ها و توسعه محصولات پيچيده است كه بايد براي مديريت آنها تلاش نمود. موفقيت در اين امر مستلزم شناخت دقيق قابليت ها و توانمندي هاي موردنياز جهت اجرا و توسعه پروژه ها و محصولات پيچيده است. اين تحقيق از نوع كاربردي و كمي توصيفي است كه ابتدا با استفاده از مطالعات كتابخانه اي صورت گرفته و سپس تشكيل گروه هاي خبرگي به جمع آوري و تجزيه و تحليل اطلاعات در رابطه با قابليت هاي موردنياز براي اجرا و توسعه پروژه ها و محصولات پيچيده با رويكرد مقابله با عدم قطعيت ها پرداخته شده است. با استفاده از تحليل محتواي مطالعات صورت گرفته و مصاحبه با خبرگان، 10 قابليت محوري استخراج شده و درنهايت با استفاده از روابط بين قابليت ها و عدم قطعيت ها در چرخه عمر پروژه، چارچوبي ارائه شده است كه مي تواند براي مديريت عدم قطعيت ها مورداستفاده قرار بگيرد.

Given the importance of complex projects and products in the economies of countries and the provision of economic and industrial growth and development opportunities, various studies in this area can help developing countries. Uncertainty is one of the important features that influence the implementation of projects and the development of complex products that needs to be managed. Succeeding in this requires an exact understanding of the capabilities and capacities needed to implement and develop complex projects and products. This research is a practical and quantitative description that first conducted secondary research and then formed expert groups to collect and analyze information about the capabilities needed to run and develop complex projects and products with the approach of dealing with uncertainties. Using content analysis of studies and expert interviews, 10 core capabilities are extracted and finally, using a relationship between capabilities and uncertainties in the project life cycle, a framework is proposed that can be used to manage uncertainties.
