جامعه ايمن، شهروند مشاركت پذير

چكيده زندگي اجتماعي بخش غيرقابل تفكيك از دوره ي زندگي انسانهاست. امروزه حضور و مشاركت فعال اجتماعي، جزئي از ضرورت هاي زندگي شهروندي به حساب مي آيد كه داراي آثار و نتايج قابل توجه فردي و اجتماعي است. مشاركت از آن جهت كه ابزار اصلي براي توزيع مجدد قدرت در داخل يك مجموعه انساني است، مي تواند مانع بروز بسياري از تنش ها در روابط ميان قدرت اجتماعي و قدرت سياسي شود. رويكرد ساختاري كاركردي كه از منظر نظام مندي و كاركردي مشاركت را تعريف مي كند، مشاركت را فرآيندي مي داند كه در آن اجزا و عناصر متشكله نظام به گونه اي كاركرد دارند كه به ثبات و موازنه اجتماعي منجر مي شود. از اين رو نظامهاي اجتماعي مطلوب، نظامهايي هستند كه پيوسته زمينه هاي مشاركت فزاينده شهروندان را بازتعريف و بازتوليد نموده و براساس تحقق مشاركت آنان استقرار يافته باشند. پس مشاركت اجتماعي باعث توسعه و ضامن حركت و پويايي يك جامعه مي گردد. جوامعي كه سازه هاي گفتماني مشاركت پذيرانه در مهندسي اجتماعي و فرهنگي آنها، طراحي و اجرايي شده است، زمينه انطباق نظامات و قوانين منطبق با نيازها و واقعيتهاي اجتماعي در آنها فراهم شده و ميزان تضادها و درگيري هاي اجتماعي كاهش مي بابد. لذا ثابت شده كه افزايش مشاركت هاي شهروندان، شايستگي و قابليت هاي مشاركتي آنان را ارتقاء بخشيده و اعتماد سازماني را در آنان افزايش مي دهد كه اين هر دو در توسعه يك جامعه مدني و دمكراتيك تأثيرگذار مي باشد.

Therefore, it has been proven that increasing the participation of citizens, enhance their competencies and their cooperative capacities, and increase organizational trust in them, both of which contribute to the development of a civil and democratic society.
