Practical approach for the Integrated Water Resources Management (IWRM) is suggested. Because of
the lack of consensus for an integrated watershed management, considerable time and effort is
required for advancing an ideal integrated watershed management and rapid implementation may
cause certain levels of conflict among the Riparian countries. The stepwise approach consisting of
preliminary, preparation, and implementation stage based on mutual cooperation will be realistic
alternative that will stress the fair development and utilization of the Tumen River water resources.
