Recently one of the present authors has extended the notion of a circle into the Finsler geometry.
Here, concept of development of a curve into the tangent space of a Finsler manifold is
introduced and it is proved that a curve on a Finsler manifold is a circle (resp. geodesic) if and
only if its development into the tangent space is a circle (resp. geodesic) in Riemannian sense.
Next, a global existence and uniqueness theorem for circles with a fixed radius in a direction at
a point of a Finsler manifold is obtained
