تحليل و بررسي سياست‌هاي راه‌اندازي مركز رشد با محوريت شناوري-دريايي با رويكرد تركيبي AHP و SWOT (مطالعه موردي: شهرستان بندر ماهشهر)

Analysis and study of running a floating-sea incubator with a combination approach of AHP and SWOT (Case study: Mahshahr City)

تغيير و تحويل يكي از چالش‌هاي اساسي كشورها در قرن بيست و يكم به شمار مي‌رود. گسترش يافتن مقياس و دامنه تغيير و روند رو به شد آهنگ تغييرات، كشورها را با موقعيت‌هاي پيش‌بيني نشده، نا آشنا و منحصر به فرد مواجه ساخته ‌است. در اين راستا، بايد انقلابي در اذهان مديران كشوري صورت گيرد تا با به كارآفريناني كه مي‌توانند از طريق خلاقيت، نوآوري، پشتكار و اعتماد به نفس، به رشد علم و دانش، فناوري و اقتصاد كشور كمك نمايند، قدرت عمل كافي داده شود. در اين مقاله، بعد از شرح كلياتي از مراكز رشد و مختصري از شهرستان بندر ماهشهر، به بررسي چهار رويكرد راه‌اندازي مركز رشد با محوريت حوزه صنايع دريايي-شناوري در شهرستان بندر ماهشهر پرداخته مي‌شود. اطلاعات مورد نياز پژوهش از طريق مصاحبه‌هاي گسترده با خبرگان و مسئولين شهرستاني از جمله شهردار، فرمانده سپاه، امام جمعه، مشاور فرماندار، رييس شوراي شهر، نماينده مجلس شوراي اسلامي و ... جمع‌آوري شده و مقايسه‌هاي صورت گرفته با روش تحليل سلسله مراتبي AHP انجام شده است. سياست‌هاي در نظر گرفته شده، با استفاده از رويكرد تحليل راهبردي SWOT بررسي شده است و نهايتا راهبردهاي پيشنهادي هر كدام از چهار سناريو شرح داده شده و با يكديگر مقايسه شده‌اند. طبق يافته‌هاي اين پژوهش، رويكرد راه‌اندازي مركز رشد زير نظر سپاه، كارآتر و مثمرثمرتر نسبت به 3 مورد ديگر كه راه‌اندازي مركز رشد زير نظر دانشگاه آزاد اسلامي واحد شهرستان بندر ماهشهر، زير نظر كانون بخش خصوصي و راه‌اندازي مركزي زير نظر تمامي سازمان‌هاي متولي در شهرستان از جمله فرمانداري، شهرداري، سپاه و ... به طور مشترك مي‌باشد.

Changing and evolution is one of the fundamental challenges facing countries in the 21st century. Extending the scale and scope of change and the trend of the changes make countries face unpredictable, unfamiliar situations and unique. In this regard, there should be a revolution in the minds of the country s executives to give enough power to entrepreneurs who can help the growth of science, technology, and economics through creativity, innovation, perseverance and self-confidence. In this paper, after reviewing the general growth and development centers of Mahshahr city, four approaches to launching a center of an incubator on the marine-floating area in Mahshahr port city are explored. The information needed for the study was obtained through extensive interviews with experts and county officials such as mayor, commander of the Sepah, counselor of the governor, city council chairman, parliamentary speaker, and finally comparisons of the AHP hierarchical analysis method was done. The proposed policies have been examined using SWOT analysis approach and finally proposed strategies are described in each of the four scenarios and compared with each other. According to the findings of this research, the establishment of an incubator under the supervision of Sepah organixation is more efficient than the other three include establishment of a growth center under the supervision of the Islamic Azad University of Mahshahr, under the supervision of the private sector and the central establishment under the supervision of all trustees in the cityIncluding the governorate, the municipality, the army and ... jointly.
