هر جامعه اي براي حل مشكلات و همچنين براي تحقق چشم اندازهاي موجود اقدام به خط مشي گذاري مي كنند تا بتوانند از طريق آن بر مشكلات فائق آمده و به چشم اندازهاي تعيين شده دست پيدا كنند .در گذشته تصور مي شد كه خط مشي پس از تعيين اجرا مي شود از اين رو براي مرحله اجراي خط مشي اهميتي قائل نمي شدند اما پس از شكست هاي پي در پي در تحقق خط مشي هاي تعيين شده صاحبنظران را برآن داشت تا به بررسي و جستجوي علت ناموفق بودن خط مشي ها بپردازند تحقيقات نشان داد كه رمز موفقيت يك خط مشي گذاري، اجراي درست آن مي باشد.هدف از ارائه اين مقاله آشنايي با يكي از مهمترين عامل موفقيت و شكست خط مشي گذاري مي باشد.روش به كار گرفته شده در اين تحقيق از نوع توصيفي و با رويكرد تحليلي بوده و همچنين از روش كتابخانه اي براي جمع آوري اطلاعات استفاده گرديده است
