چكيده فارسي :
با توجه به مشكلات نواحي روستايي در بسياري از كشورهاي جهان به ويژه از اوايل دهه 1980 و از جمله كاهش جمعيت،
كاهش سطح انتقال و درآمد، كاهش خدمات عمومي و تضعيف هويت و فرهنگ روستايي، ضرورت راهبردهايي براي كمك به
تجديد حيات اقتصادي و اجتماعي جوامع روستايي احساس گرديد. يكي از راهبردهاي تسريع كننده برنامه هاي توسعه روستايي
استفاده از ظرفيت رهبران محلي مي باشد. اهميت نقش رهبران محلي در توسعه روستايي تا جايي است كه برخي انديشمندان از
آنان به عنوان چراغ سبز روستا نام مي برند، يعني براي ورود به جامعه روستايي و انجام پروژه هاي روستايي و در كل ايجاد
نوآوري يا فنآوري جديد مي بايست ابتدا از كانال هاي ارتباطي واسطه يا همان رهبران محلي استفاده نمود. قاعدتأ در اين راستا
چنانچه اين افراد درك روشن و واضحي از برنامه توسعه نداشته باشند و هماهنگي با آنها صورت نگيرد مي توانند به عنوان
ترمزي در برابر فرآيند نشر نوآوري و فنآوري عمل نموده و از ورود نوآوري جلوگيري كرده يا حداقل فرآيند نشر نوآوري را
تطويل نمايند. در اين راستا پژوهش حاضر با درك ضرورت نقش رهبران محلي در فرآيند توسعه روستايي به دنبال شناسايي
عوامل مؤثر بر عملكرد رهبران محلي جهت تسهيل فرآيندهاي توسعه در جوامع روستايي مي باشد. تحقيق حاضر به لحاظ ماهيت
مروري و ابزار گردآوري اطلاعات از طريق مطالعات مروري و اسنادي است. يافته ها نشان داد كه مهمترين عوامل مؤثر بر
عملكرد رهبران محلي در راستاي توسعه روستايي مواردي همچون "خلاقيت"، "نوآوري"، "مشاركت"، "كارآفريني"،
"آموزش" و "فناوري اطلاعات و ارتباطات ( ICT )" مي باشند.

Regarding the problems of rural areas in many countries of the world, especially since the early 1980s, including population declines, declining levels of transmission and income, reduced public services and the weakening of rural identity and culture, the need for strategies to help economic and social regeneration rural communities felt. One of the accelerated strategies of rural development programs is to use the capacity of local leaders. The importance of the role of local leaders in rural development is to a point that some scholars call them the "green light" of the countryside, that is to enter the rural community and carry out rural projects and, in general, create new technologies or innovations, First, use intermediate communication channels, or local leaders. Therefore, if these people do not have a clear understanding of the development plan and do not coordinate with them, they can act as a brake on the process of disseminating innovation and technology and prevent the introduction of innovation, or at least the process of publishing innovation to fulfill. In this regard, the present study is aimed at understanding the necessity of the role of local leaders in the process of rural development by identifying the factors influencing the performance of local leaders in facilitating the development processes in rural communities. The present study is based on the nature of the review and information gathering tool through review and documentary studies. The findings showed that the most important factors affecting the performance of local leaders in rural development were creativity, innovation, participation, entrepreneurship, education, and ICT.
