ارائه چارچوب نقش‌ها و وظايف شهرداري‌ها و دولت‌هاي محلي به‌عنوان حكمران‌هاي توسعه اكوسيستم نوآوري منطقه‌اي و شهري: مطالعه موردي شهر تهران

نوآوري در حوزه‌هاي مختلف اقتصادي و پويايي حاصل از آن در كشورهاي مختلف تغييرات فراگيري را به همراه داشته كه به اقتصادهاي محلي و منطقه‌اي نيز تعميم يافته و موجب تحول در فعاليت و ساختار بازيگران اين اقتصادها شده است. اين امر لزوم توجه دولتهاي محلي به‌ويژه شهرداري‌ها و اتخاد تدابير سياستي مناسب را گوشزد نموده و در اين راستا، مقاله حاضر به بررسي ابعاد مختلف مؤثر بر نوآوري و حكمراني نوآوري در سطح شهرها مي‌پردازد و چارچوبي براي حمايت، توسعه و انتشار نوآوري در سطح شهري پيشنهاد مي‌نمايد كه شامل ابعاد افراد و استعدادها و كسب‌وكارهاي نوآور، زيرساختها (شهر هوشمند)، سياستگذاري و ... مي‌باشد. براي استخراج اين چارچوب بر اساس اقتضائات تهران، از روش گروه كانوني با حضور 5 خبره در 5 جلسه 2 دوساعته در نيمه‌اول سال 1399 استفاده شده است. در اين جلسات بر اساس چالش‌ها و مسائل شهر تهران و تجارب بين‌المللي، نقش‌ها و اقدامات پيشنهادي براي حكمراني نوآوري شهري در تهران استخراج گرديد. بر اساس يافتههاي اين مقاله، شهرداري‌ها به‌عنوان حكمران نوآوري شهري، نقش‌هاي مختلفي از جمله شكل‌دهنده بازار و تحريك‌كننده تقاضاي نوآوري، فراهم‌كننده بستر توسعه كسب‌وكارهاي نوآور، منبع تأمين مالي و سرمايه و ... را بر عهده دارند. در صورت ايفاي اين نقشها توسط شهرداري‌ها مي‌توان انتظار بروز اقتصاد شهري نوآورانه، توسعه كسب‌وكارهاي نوآور را داشت. مقاله حاضر به صورت اجمالي مهم‌ترين اقدامات صورت گرفته و نيز وضعيت جاري حكمراني نوآوري شهري در تهران را نيز مرور مي‌نمايد.

Innovation in various economic fields and the dynamics that have resulted from it in countries of the world have brought about changes. These developments have also spread to local and regional economies, resulting in changes in the activity and structure of large and small players active in these economies. On the other hand, it requires the attention of local governments, especially municipalities, and the adoption of appropriate political measures. In this regard, the present article examines the various dimensions affecting innovation and innovation governance in cities and proposes a framework for supporting, developing and disseminating innovation at the urban level which includes the dimensions of people and talents and innovative businesses, infrastructure (smart city), policy making, etc. To extract this framework based on the requirements of Tehran, the focus group method with the presence of 5 experts in 5 sessions of 2 two hours in the first half of 1399 has been used. In these meetings, based on the challenges and issues of Tehran and international experiences, proposed plans and measures for urban innovation governance in Tehran were extracted. According to the findings of this article, Based on the findings of this article, municipalities, as the ruler of urban innovation, have different roles, Including shaping the market and stimulating the demand for innovation, providing a platform for the development of innovative businesses, a source of financing and capital, etc. If municipalities play these roles, we can expect the emergence of an innovative urban economy and the development of innovative businesses.
