محله پايدار با تأكيد بر مشاركت مردمي

Sustainable neighborhood with an emphasis on public participation

با توجه به بحران‌هاي اجتماعي و اقتصادي ناشي از توسعه‌هاي فزاينده، پايداري در شهر به‌ويژه محلات شهري به‌عنوان كوچك‌ترين مقياس شهري مستقل مورد نظر برنامه‌ريزان شهري قرار گرفته است. مشاركت مردمي در راهبري طرح‌هاي شهري نيز در ادبيات جهاني به‌عنوان مؤثرترين اهرم پايداري آنها و محيط شهري شناخته شده است. بنابراين مقاله پيش‌رو، به‌جهت ايجاد محله‌اي پايدار در راستاي توسعه پايدار، با راهبرد كيفي و با در نظر گرفتن تجارب ايراني و جهاني، به بحث در مورد شرايط پايداري در مقياس محله و نوع صحيح مشاركت به‌عنوان كليدي‌ترين عامل اجتماعي پايداري مي‌پردازد. نتيجه اصلي مقاله حاكي از آن است كه مشاركت بايد در فرايندي با مردم در مقياس مناسب تعريف شود تا پايداري خود و در نتيجه پايداري محله را تضمين كند.

Considering the social and economic crises caused by the increasing developments, sustainability in the city, especially urban neighborhoods, has been considered by urban planners as the smallest independent urban scale. People s participation in the management of urban plans is also known in the world literature as the most effective lever of their sustainability and the urban environment. Therefore, the upcoming article, in order to create a stable neighborhood in the direction of sustainable development, with a qualitative strategy and taking into account Iranian and global experiences, discusses the conditions of sustainability at the neighborhood scale and the right type of participation as the most key social factor of sustainability. The main conclusion of the article is that participation should be defined in a process with people at an appropriate scale to ensure its own sustainability and thus the neighborhood s sustainability.
