با گذشت حدود سه سال از راه اندازي سايت اينترنتي شفاف سازي در شهرداري تهران و ساير شهرها بزرگ ايران با هدف مقابله با فساد مالي و اداري در اين سازمان ها مي گذرد. شفاف سازي اصولاً با رويكرد داده هاي باز كه از طريق فناوري ها نوين ارتباطي و اطلاعاتي انتشار مي يابد نشان از آن دارد كه شفاف سازي ميتواند يك پديده رسانه اي تلقي شود. اكنون جا دارد تا تأثيرات اين حركت در فضاي مجازي كشور ايران به درستي سنجيده شود تا معلوم شود اين سامانه تا چه حدي به اهداف خود رسيده و اصولاً در چه مسيري حركت مي نمايد. محور اصلي تحقيق در اينجا شهرداري تهران به مثابه بزرگترين كلان شهر ايران و پايتخت اين كشور قرار گرفته است. شناخت سايت هاي اينترنتي كه با اين سامانه شفافيت شهرداري تهران پيوند برقراركرده اند به عنوان نمايندگان گروه هاي اجتماعي مي تواند ما را ياري كند تا تأثيرات اين سامانه بر جامعه ايران بهتر بررسي كنيم. اين مقاله با روش تحقيق تحليل پيوندي و با استفاده از نرم افزار وب سنجي به دنبال سنجش آمار سايت هاي پيوند داده شده با سامانه اينترنتي شفافيت شهرداري تهران بوده است و پس از استخراج آماري اين سايت ها آنها را طبقه بندي معنايي نموده تا ويژگي اجتماعي آنها و اهداف مدنظر آنها بهتر شناخته شود. سايت هاي خبري و سياسي در اين ميان بيشترين ارجاع و پيوند را با سامانه اينترنتي شفافيت شهرداري تهران داشته اند و اين نشان از اهميت سياسي حركت شفاف سازي در كشور ايران دارد. به طوري كه به نظر مي رسد اين حركت در ايران بسوي سياسي شدن پيش رفته است، امري كه مي تواند با ماهيت شفاف سازي مالي و اداري كه امري تخصصي مي باشد در تضاد باشد.

It is nearly three years since lunching the transparency website in the Tehran municipality and other big cities of Iran with the purpose of fighting against financial and administrative corruption there. The transparency via open data approach, which spreads by new communication and information technology, basically shows that it can be considered as a media phenomenon. Now it is time to estimate its impacts on the cyberspace in Iran to show that how much this system has approached its purposes and where it is heading to. The main focus of the research is on the municipality of Tehran as the biggest city and the capital of Iran. Recognizing websites linked to the Tehran municipality transparency system, as representatives of social groups, can help us to survey the impacts of this system on Iran society much better. This article was looking for the number of websites linked to the online Tehran municipality transparency system by linkage analysis research method with the help of Webometric software and after exporting these websites statistically, they were semantically grouped to better understanding of their social characteristic and intended purposes. Most of the referred and linked websites to the Tehran municipality transparency system were the report and political sites, which shows the political importance of transparency movement in Iran. It seems that this movement is getting political. It can be in conflict with the financial and administrative nature of transparency, which is a specialized matter.
