بررسي پيش‌نيازهاي توسعه سياسي در ايران اسلامي

Examining the prerequisites of political development in Islamic Iran

در تمامي كشورهاي جهان به‌ويژه كشورهاي جهان سوم، از انقلاب به‌عنوان يكي از ابزارهاي رسيدن به توسعه ياد مي‌شود. با توجه به روند تاريخي توسعه سياسي در ايران، سؤال و دغدغه اصلي اين است كه در نظام حاكم بر ايران پس از انقلاب، چه پيش‌نيازهاي جهت حفظ و تقويت مباني توسعه سياسي موردنياز است. با توجه به ماهيت ويژه سياسي و ايدئولوژي جمهوري اسلامي ايران، شناخت بهتر و بيشتر اين مباني مي‌تواند درك بهتري از چگونگي توسعه‌يافتگي با توجه به آرمان‌ها و اهداف انقلاب پيشروي همگان قرار دهد. يافته‌هاي اين مقاله نشان مي‌دهد كه پس از استقرار نظام سياسي جديد و تثبيت نهادها و ساختارها، دولت‌ها در برنامه‌ها و سياست‌هاي خود جهت دست‌يابي به توسعه سياسي، جهت‌گيري‌هاي متفاوتي را داشته‌اند. به‌طوركلي چنانچه هر شخص يا حزبي بخواهد در قالب و چارچوب نظام اسلامي به توسعه سياسي كشور كمك كند بايستي اهداف و برنامه‌هاي خود را با ماهيت نظام اسلامي و شرايط حاكم بر جامعه تنظيم و تعريف نمايد. به برخي از مهم‌ترين مؤلفه‌ها و پيش‌نيازهاي توسعه سياسي اگر بخواهيم اشاره‌كنيم، مي‌توان از عدالت اجتماعي، افزايش امنيت سياسي، مشاركت حداكثري مردم، گسترش و تنوع‌بخشي ساختارها و نهادهاي دموكراتيك، تقليل ديدگاه آرمان‌گرايانه به واقع‌گرايانه و... نام برد.

In all the countries of the world, especially the third world countries, the revolution is mentioned as one of the tools to achieve development. Considering the historical process of political development in Iran, the main question and concern is that in the system ruling Iran after the revolution, what prerequisites are needed to maintain and strengthen the foundations of political development. Considering the special political and ideological nature of the Islamic Republic of Iran, better and more understanding of these foundations can provide a better understanding of how to develop according to the ideals and goals of the revolution. The findings of this article show that after the establishment of the new political system and stabilization of institutions and structures, governments have had different orientations in their plans and policies to achieve political development. In general, if any person or party wants to contribute to the political development of the country in the framework of the Islamic system, it should adjust and define its goals and plans according to the nature of the Islamic system and the conditions governing the society. If we want to mention some of the most important components and prerequisites of political development, we can mention social justice, increasing political security, maximum participation of the people, expanding and diversifying democratic structures and institutions, reducing the idealistic view to realistic, etc.
